The purpose of this study is to analyze the issues identified during the development of the general framework for the kindergarten curriculum in the 2022 Special Education Curriculum and to propose directions for future development of the special education kindergarten curriculum. The study participants consisted of 11 individuals purposefully sampled, including professors, administrators, professionals, and teachers, to gather a wide range of opinions. The research method involved conducting online focus group interviews (FGI), and the interview data were analyzed using the constant comparative method. The analysis revealed seven key themes and 16 subthemes. The key themes are: ① the ambiguous nature and role of the special education kindergarten curriculum, ② challenges in implementing a play-based curriculum, ③ lack of connection between individualized education plans and the curriculum, ④ difficulties in supporting play for children with profound multiple disabilities, ⑤ the direction and content of future education, ⑥ the continuity between kindergarten and elementary school, and ⑦ the need to strengthen support for infants with disabilities in special education. Based on the findings, this study discusses the directions for developing the special education kindergarten curriculum, the connection between the curriculum and IEPs, support strategies for children with PMD, and the enhancement of special education support for infants with disabilities.
