물류단지 개발을 위한 실행방법론에 관한 연구 = A Study on the Practical Development Methodology for a Logistics Complex

국문 초록 (Abstract)

물류시설을 보면 운송·보관·하역을 위한 물류적인 시설뿐만 아니라 물류공동화·자동화·정보화에 관련된 시설과 가공·조립·분류·포장·상표부착·정보통신 등 부가가치 물류서비스를 위한 시설로서 그 중요성이 점점 더 높아지고 있다.
물류단지개발제도는 ‘95년에 도입되어 현재까지 15년 동안 추진하여 오고 있으나 계획된 면적 대비 지정된 면적을 비교 시에 현저하게 차이가 있음은 물론 지정된 물류단지조차도 분양이 안 되어 산업단지로 변경되거나 상류시설을 물류시설로 용도 변경하거나 물류단지 면적이 축소 또는 취소되는 경우 등이 발생하여 이에 대한 문제점을 해결하기 위한 개선대책이 다각도로 시도되고 있다.
본 논문에서는 그 중 가장 현실적이고 실용적인 대안으로 물류단지 개발 실행방법론을 제안하고자 한다. 그 동안 우리나라의 물류단지 개발현황을 살펴보면 계획수립에서 지정단계와 분양(임대)에서 건축 준공과 마지막으로 운영에서 관리단계에 이르기까지 포괄적이고 체계적으로 정리된 실행방법을 찾을 수 없는 게 사실이다. 따라서 물류단지 개발의 실행방법론에 대한 모델과 이에 대한 세부모듈들인 물동량 예측 모듈, 시설별 규모산정 모듈, 적정입지 선정 모듈 그리고 사업투자방식 검토 모듈을 도입하여 이를 현장에 직접 적용해 보았다.
첫째 실행방법론을 4단계로 모듈화, 둘째 필요한 모듈만을 선택적으로 적용, 셋째 용역기간과 비용 절감효과 마지막으로 국가 물류단지 정책에 기여 측면에서 기대효과를 얻을 수 있었다.
향후 수립계획중이거나 준비 중인 대 규모의 물류단지 개발에 반영되어 효율적인 물류단지 개발이 가능하도록 하고, 물류시설용지를 원활히 공급하고 물류산업발전을 촉진하여 국가 물류경쟁력을 강화하는 데 조금이나마 도움이 되었으면 하는 바이다.

As looking further into the logistics facility, the role of importance has been gradually increased not only for the transportation, custody and cargo service but also processing, assembling, classification, packing, labeling and information communication related to the logistics collaboration, automatization and informatization as a value added logistics service.
Logistics complex development system has been introduced since 1995 and driven this business over 15 years, however, without the government permission, their purpose of land which is scheduled to build the complex has been used for the other purposes as establishing the industrial complex or replacing the other construction building. Moreover the authority council has diminished the area of logistics complex or cancels the permission. With regards to this issue, it requires are solution for a better way.
For this dissertation, it suggests the most realistic and practical alternatives for developing the practical performance methodology of the logistics complex. Looking back to a present state of logistics complex development it is hardly to find systematical execution method from a phase of establishment to the completion. Hence, I have directly applied the several modules to the field which are expected product mobilization quantity, size computation on each facilities, proper site selection and business investment method review.
First, the performance methodology is divided into four phases of modularization, second, selective module application, third, service period and cost reduction effect, and last, a contribution of logistics complex policy.
Hopefully it could help for reinforcing the national logistics power as motivating on this area to smoothly supply for the facilitation site and to develop the effective logistics complex.
