폐기물 자원순환의 국제 동향과 영향 분석 = An analysis on the Transboundary Movements of Wastes and their effect on Korea

Since January 2018, ‘National Sword’ policy of China, which contains the strict restrictions of the import of plastic waste, has been started and it made huge impacts on plastic recycling system in worldwide level. This research is to analyze the global plastic waste flow changes and investigate the responses in major nations. In Korea, the volume of plastic waste imports has increased and Korea has changed from a net exporter in 2017 to a net importer in 2018. As a response to the change of global circumstances on plastic recycling, we suggest following strategies; 1) developing a third export market that has the proper handling capability, 2) reduction of foreign materials content in collected plastic waste, 3) securing the stable capacity for the treatment of plastic waste including residues from recycling processing, 4) preventing plastic waste generation, 5) hazards management in plastic recycling process.
