문화이용권 사업의 활성화 방안 연구 = A Study on Strategies to Promote Cultural Voucher Program in Korea

국문 초록 (Abstract)

본 연구는 문화복지 정책 차원에서 추진되고 있는 문화이용권 사업의 현황과 문제점을 파악하고 전국민의 문화복지 증진을 위하여 문화이용권 사업의 활성화 방안을 제시하고자 하였다. 문화복지는 전국민의 문화권 증진과 문화소외계층의 문화향유 기회 확대를 위한 국가 정책으로 볼 수 있다. 문화복지의 특성으로는 목표, 수혜대상, 역사적 발전과정, 유형, 구체적 프로그램으로 나누어 제시하였다.
그 중 문화이용권사업은 현재 문화체육관광부의 문화나눔사업의 일환으로 복권기금을 활용하여 2005년부터 시행되고 있다. 문화이용권사업의 추진기관은 주최기관, 주관기관, 후원기관등 3개영역으로 구분되며, 사업초기에 비해 문화이용권 사업의 성과는 수혜자수 및 예산투입 대비 수혜자수를 기준으로 볼 때 꾸준히 증가하고 있다. 한편, 문화이용권사업의 문제점으로는 문화이용권 사업의 목표에 대한 혼란, 전달체계 및 전문성있는 매개인력 미흡, 전달체계의 모니터링 한계에 따른 감시감독체계의 한계를 들 수 있다.
이러한 문제점의 극복을 위하여 다음과 같은 문화이용권 사업의 활성화 방안을 제시하였다. 첫째, 문화복지 목표실현을 위하여 문화이용권 대상자를 경제적 소외계층에서 문화적 소외계층으로 확대해야 하며, 다양한 문화향유 기회확대와 문화관련 시설확충을 위한 관련 예산 확보가 선행되어야 한다. 둘째, 문화이용권 사업의 효율성 강화를 위해, 공급자측면에서 다양한 장르의 문화예술가들의 참여와 수요자 측면에서의 홍보 및 문화교육강화를 통한 소비자선택강화를 유도할 필요가 있다. 셋째, 문화복지 전달체계와 사회복지 전달체계의 유기적 연계를 바탕으로 실질적 문화 복지 전문가 양성프로그램개발을 통해 전문성과 합리성에 기초한 전달체계를 구축할 필요가 있다.

This paper attempts to present the strategies to promote the cultural voucher program for opportunity to enjoy the culture for culturally disadvantaged persons in regards to cultural welfare. Cultural welfare is the policy for opportunity expansion to enjoy the culture for culturally disadvantaged persons as well as quality of cultural life of all citizens. The cultural voucher program began as a public policy of Ministry of Culture, Sports and Tourism by lottery funding for the Arts in 2005. This program has developed in terms of finance and participation of recipients and providers. However, this program has a few problems such as confusion about the policy goal, shortage of public delivery system and practitioners and limitation of surveillance.
In conclusion, this paper suggests that government make an effort to include the culturally disadvantaged persons as recipients of cultural voucher program and secure budget for cultural facilities. As well, government needs to gather the art providers of various cultural genres and to strengthen the consumer rights via active promotion and culture and arts education. Finally, it is needed to build the productive service delivery systems through the cooperative relationship between the artistic community and the social welfare community.
