스포츠문화의 위대한 전환: 학교체육법 = Great transition of sports culture: Physical education act

다국어 초록 (Multilingual Abstract)

Enactment of physical education act reflecting reality of physical education is the present practical effort considering future sports culture. Therefore, the purpose of the study was to look back on parts discussed in the rejected process of enacting physical education act and to argue its justification. The study examined discussions on enactment of physical education act in two viewpoints. First of all, the study argued that physical education act should be understood by only enactment of individual law for promotion of specific subjects and grasped in public level to make healthy society by narrowing a gap in health polarization in the future. The study also pointed out that, differing from partial arguments that execution of the lowest scholarship system and derivative meaning stated clearly in physical education act would give damage to elite sports, the future of elite sports was hopeful when elite sports were supported by related preceding researches and made a foundation for healthy physical education as an alternative. Considering examination of the lowest physical strength system, opening of contests limited on weekend and in vacation and reality that sports talent was assigned to only sports related department, the study examined it as supplementation of physical education. In modern society, sports are a social system to improve quality in life by satisfying basic desire of humans. Therefore, the study suggested that physical education act should be approached in social welfare level of non-economic security.

국문 초록 (Abstract)

학교체육의 현실성을 반성한 학교체육법의 제정은 미래 스포츠문화를 염려하는 현재의 실천적 노력인 것이다. 따라서 이 연구는 학교체육법 제정의 부결과정에서 논쟁이 되었던 부분을 되짚어 보고, 정당성을 피력하는데 목적이 있다. 학교체육법 부결의 논쟁거리를 두 가지 관점에서 조망하였다. 우선 학교체육법은 특정과목 진흥을 위한 개별 법률의 제정만으로 이해되어서는 안 되며 향후 발생될 건강양극화의 격차를 좁혀 건강한 사회를 조성하려는 공적차원임을 주장하였다. 또한 학교체육법에서 명시된 최저학력제의 실시와 파생적 의미가 엘리트스포츠를 저해시킨다는 일부 주장과는 달리 그동안 관련 선행연구들에 의해 지지된 대안으로써 건강한 학교체육에 기반을 둘 때 엘리트스포츠의 미래가 희망적임을 지적하였다. 그리고 두 가지의 정당성 부여이외에 최저체력제의 검토, 주말과 방학기간에 한정한 대회 개최, 체육특기생이 체육관련 학과에만 배정되고 있는 현실 고려 등을 학교체육법의 보완으로 검토하였다. 이와 함께 현대사회에서 스포츠는 인간의 기본욕구를 충족시켜 삶의 질을 향상시키는 사회제도로써 학교체육법이 비경제적 보장의 사회복지 차원에서 접근될 필요가 있음도 제시하였다.
