한국과 미국의 국회의원 표결요인 비교 = 자유무역협정 비준의 경우

The purpose of this paper is to analyze and compare roll-call voting in Korean Assembly and the U.S Congress. Free trade agreement was considered to give benefits to the capitalist groups, while it engendered intense feelings on the part of people who had less competition in the international market. I test and compare the models of roll-call voting on the free trade agreements of the two countries by exploring the degree to which constituency, institutional and dispositional forces worked at cross-purposes in shaping congressmen’s roll-call behavior on this legislation. On the one hand partisanship, ideological dispositions of House members, and the demands of large constituency groups are the powerful predictors of roll-call support for NAFTA in the U.S. congress. On the other hand, ideology is not statistically significant and partisanship as well as dispositions of districts are the most influential factors in voting behavior in Korea. In both countries, representatives weighed the opinions of significant populations within their districts.
