大田市 共同住宅 再建築事業 施行에 따른 物理的 變化 特性에 關한 硏究

다국어 초록 (Multilingual Abstract)

With the progress of urbanization, industrialization and rapid increase in population, our country has been short of urban infrastructures, facilities and housing absolutely.
So apartment house construction has progressed briskly to relieve the housing situation of lack of quantity and it promoted mass supply of housing and apartment construction has been progressed briskly especially in big cities.
But many houses which were constructed at that time were unstable in structure and facility. So systems related with reconstruction were introduced to solve the housing problem and prevent collective accidents.
But now, the reconstruction is in force for only benefits due to high density development in low density residential area, and it is inclined to enlarge the housing supply than recovery of urban function or betterment of residential environment. So residential environment like a right to enjoy sunshine, urban scenery, traffic jam, etc. because they construct high-rise and high-density buildings without expending infrastructure.
This study started to find and solve the reconstruction problems and exhibit the direction of prospective reconstruction with analysis and arrangement of quality between reconstruction and existing urban improvement systems with Tae-Jon as the study object.
And this study tried to exhibit the betterment plan of reconstruction characters and problems in view of urban improvement.
First, the systems are not appointing reconstruction objects with uniformed regulations but arranging objective and unified decision standards with keeping present form.
And it has to aim at improving quality of life solving problems like recovery of urban function, improving residential environment, securing land for public using, traffic, etc.
Consequently, the system installment like contribution of public facility as delinquency in payment or expansion of urban infrastructure which are stipulated in the law for urban planning(도시계획법) besides the law for promotion of housing construction(주택건설촉진법).
If we reconstruct the buildings without system improvement, the reconstruction will bring about not only housing problem but also urban problems and economic, social and cultural problems.
In special, existing housing improvement methods must be changed for the present high-rise residential area which is dense already and the reconstructing residential area which would be obsolete someday.
Second, in case of Tae-Jon, all kinds of urban development works, reconstruction works or redevelopment works are tend toward high-rise and high-density development. 50 this study analyzes and exhibits the secure method of land for public using and urban infrastructure in proportion of development density through the examples of Tae-Jon ’s development works. And it exhibits rational improvement methods of the reconstruction in view of urban environment and planning.

국문 초록 (Abstract)

우리나라는 도시화 · 산업화와 더불어 급격한 인구증가에 따른 도시기반시설, 편의시설 및 주택 등이 크게 부족하게 되고 이러한 주택의 양적 부족현상을 완화시키기 위해 공동주택건설이 활발하게 진행되어 주택의 대량 공급을 촉진하였으며 대도시에서는 아파트건설이 활발하게 이루어졌다.
그러나, 이 시기에 건설된 주택의 상당수가 구조적 측면이나 설비에 있어서도 불안한 경우가 많았기 때문에 집단재해방지 및 주거문제를 해결하기 위해서 재건축 관련제도가 도입되었다. 그러나 현재의 재건축사업은 저밀의 공동주택지역을 고밀도로 개발함으로써 발생하는 개발이익을 위해 시행되는 사업으로 전락되었고 도시기능의 회복이나 주거환경의 재선보다는 주택공급 확대에 치중함으로써 개발밀도의 증가에 따른 도로나 도시기반시설의 추가적인 확보 없이 고층 · 고밀도로 개발하기 때문에 일조권 · 도시경관 · 교통혼잡 등 주변지역의 주거환경 등의 물리적 환경저하라는 문제를 야기시키고 있다.
본 연구는 도시환경정비를 위해서 재건축사업은 필요하나 개발 및 도시의 물리적 환경이 악화되고 있다는 문제점을 제기함에 따라 이를 여하히 개선하여 재건축사업 목적에 부합되는 재건축사업이 이루어 질까하는 점에 착목하여 본 연구를 하게 되었다. 이를 위하여 재건축사업과 기존 도시정비 사업의 상호간의 특성을 대전시를 중심으로 분석 · 정리하여 앞으로의 재건축사업의 방향을 제시하고자 하였고, 또한 기존의 중밀도 공동주택의 과도한 고층 · 고밀 아파트로의 재건축은 도시 구조적 측면에서 환경적 악영향을 초래한다는 인식을 바탕으로 하여 재건축사업의 과도한 고밀개발의 문제를 파악함으로써, 도시계획적 측면에서 문제인식의 기초하에 재건축사업의 성격과 문제에 대한 개선방안을 도시정비적 측면에서 제시하고자 하였다. 이에 따라 본 연구에서 나타난 결과들 요약하면 다음과 같다.
첫째, 제도적 측면에서는 현행 재건축사업의 대상을 획일적 규정으로 지정할 것이 아니라, 현재의 골격을 유지하되 노후불량주택의 판단을 위한 객관적이고 통일적인 판단기준을 마련해야 하고 도시계획측면에서 도시기능의 회복이나 주거환경의 개선, 공공용지의 확보 교통문제를 해결하여 삶의 질을 높이는데 주안점을 두어야 한다. 따라서 주택건설촉진법 이외의 도시계획법에서 규정된 공공시설의 기부채납 도시기반시설의 확충과 같은 제도적 장치를 마련해야 한다. 이러한 제도개선이 없이 재건축사업을 현행대로 방치한다면, 단순히 주택문제 자체에 머무는 것이 아니라 도시문제, 나아가 경제, 사회, 문화적인 갈등으로 확산될 수 있다. 더욱이 이미 고밀되어 있는 기존 고층 주거단지와 현재 재건축되는 단지들이 노후화 했을 때에 대비하여 기존의 주택정비사업에 대한 접근방식은 전환되어져야 할 것이다,
둘째, 대전시 사례를 통하여 보면 도시개발사업이나 재개발사업, 재건축사업에 있어서 모두 고층 · 고밀개발 추세이다. 세대밀도는 도시정비사업 중 공동주택지구의 평균세대밀도와 주거환경개선사업의 평균세대밀도에 비해 재건축사업의 평균밀도가 매우 높고 용적률의 변화는 재건축사업의 시행후 용석률은 도시개발사업과 주거환경개선사업의 용적률 보다 높다. 공공 용지율은 재건축사업의 공공용지비율이 주거환경개선사업과 도시개발사업에 비해 현격히 낮다. 이처럼 재건축사업과 도시정비사업의 사례를 비교 · 분석하여 개발밀도에 따른 공공용지와 도시기반시설의 확보, 충수를 통한 밀도를 분석하여 제시하고 도시의 환경적 · 계획적 측면에서 재건축사업의 개선방안을 제시하였다.
