The current of the times to try to develop governance indicators measuring and evaluating governance performance shows up, on the one hand, as national progress indicators designed by some countries, on the other hand, as nation evaluation indicators modeled by international organizations. In Korea similar moves to build governance evaluation model appear as e-Korean Index, Vision 2030, Government Evaluation Report. But these cases have limits. These evaluation models categorize the policy area of the government without relating with theory. This report complements the weakness of Government performance Evaluation and meet the current of the times.
According to the institutional approach state capacity is the ability to coordinate and control the private interests. But conceptually state must be separated from nation. The one is in comparison with society, the other is the whole including state and society. Therefore the object of governance evaluation can be divided with state capacity and national progress. It can be said that the institution or model regarded as governance evaluation is absent in Korea. Evaluating the ruling government as such Kim President government evaluation, Roh President government evaluation, focus on the performance of the ruling political power by election but is not related with national progress and state capacity. Government performance Evaluation emphasizes the self-evaluation of the department about its own policy, so it is criticised that it cannot evaluate the whole outcome of the government policy. Cases studies show that Global Competitiveness Index and World Competitiveness Index have some problems such as heavy dependence on the soft data and strong inclination to pro-entrepreneur but Canada`s Performance, MAP(Measure of Australia`s Progress), USA Series 0.5 have the inclusive approach to the social and economic demands of the people.
This project suggests a new model of governance evaluation. Domain of governance evaluation is national progress and state capacity. For evaluating the ruling government, it is efficient to flexibly operate rather than to institutionalize a specific model. Two models of governance evaluation is presented with conceptualizing of national progress and state capacity, placing policy area, and developing indicators. This research reviews a variety of issues such as methodology and practical use in the process of theoretical probe, case study, and modeling. Hereafter the high necessity of governance evaluation demands the collective research participated in by the various professionals, the institutionalization of the governance evaluation model, the relation with Government performance Evaluation.
