자원봉사의 경제적 분석 = An economic analysis on volunteering : Korean case

국문 초록 (Abstract)

본 연구의 목적은 한국에서의 자원봉사 결정요인을 분석하는 데 있다. 먼저 자원봉사에 대한 기존의 연구들을 토대로 이러한 행위의 결정요인으로 소득, 자원봉사의 가격 고용상태, 자원봉사에 대한 태도, 부모의 자원봉사 경험, 종교 등의 요인들을 고려 하였다. 자료는 1999년 7월 21일부터 8월 4일까지 '볼런티어21'에서 조사한 자료를 이용하였으며, Tobit모형과 Heckman Two-step모형을 이용하여 실증분석을 실시 하였다. 분석의 결과는 다음과 같다. 먼저 Tobit모형의 경우 중요한 변수로 소득과 자원봉사의 가격을 가정하였으나 실제로는 소득변수만이 자원봉사의 결정에 통계적으로 유의미한 영향을 미치는 것으로 나타났다. 그 외에 자원봉사에 관한 태도변수에서는 개인적인 만족을 위해서 자원봉사에 참여하는 것으로 나타났으며, 자원봉사 참여에 대한 요청, 부모의 자원봉사참여경험, 종교가 자원봉사의 참여와 참여수준에 영향을 미치는 것으로 추정되었다. Heckman Two-step모형에서 Probit모형을 이용하여 자원봉사의 참여결정에 영향을 주는 변수를 측정한 첫 번째 단계에서는 Tobit모형과 유사한 결과가 추정되었다. 그러나 OLS를 이용한 두 번째 단계에서는 소득괴 자원봉사의 가격이 모두 자원봉사의 참여수준에 영향을 미치지 못하는 것으로 나타났으며, 연령과 거주지역이 자원봉사의 수준에 영향을 주는 것으로 추정되었다. 이러한 결과는 자원봉사의 참여에 영향을 주는 요인과 참여수준에 영향을 주는 요인 간에 서로 일관성이 없음을 보여준다고 하겠다.

다국어 초록 (Multilingual Abstract)

According to the sample survey of 1999, participation rate of volunteering work among Korean people is still low compared to the United States and other Western countries. To investigate major determinants affecting volunteer work, two estimation methods are used, Tobit and Heckman's two-step methods. The Tobit model estimation shows that among two presumably important economic variables, income and price, only income variable is found
to be statistically significant in determining volunteer labor supply. Among attitude variable, private satisfaction motivates volunteering work. Request by others to participate in volunteering. volunteering experience of parents, and having religion have been significant factors in volunteer work. For Heckman's two-step method, the first-step estimation results are very similar to those of Tobit model. But, in the second-step estimation, it is shown that neither price nor income does not affect amount of volunteer labor supply among voluntecring people. Unlike the first-step estimation, age and region of residency become significant factors determining amount of volunteer labor supply. This shows inconsistency between factors determining participation rate of volunteering and those determining amount of volunteer labor supply of those who are participating in volunteering work.
