    [Purpose] This study examined the strategic IT alignment between the Digital Platform Government (DPG) and the Korea Employment Information Services’ public employment services (PES). Focusing on the core IT technologies of DPG, that is, foundation AI, data lake, zero trust, and cloud native, authors explored how alignment between governmental digital strategies and institutional IT planning can be effectively achieved. The findings provide an empirical foundation for assessing the capacity of public institutions to establish and implement IT strategies in line with the government’s digital strategy and offer policy insights for enhancing future alignment efforts.
    [Methodology]This study employed a qualitative methodology centered on expert panel discussions. A total of four sessions were conducted between July 30 and October 11, 2024, involving 19 participants—11 from the IT domain and 8 with expertise in public employment services (PES). Each session focused on a distinct topic, beginning with a thematic presentation followed by structured dialogue. All proceedings were recorded and analyzed to derive strategic alignment plans between the Digital Platform Government (DPG) and PES, with emphasis on the application of core IT technologies for digital innovation.
    [Findings]This study proposed a strategic IT alignment framework for the implementation of the Digital Platform Government (DPG) within the public sector. Centered on key technologies such as foundation artificial intelligence, data lake architecture, zero trust security, and cloud-native infrastructure, it delineated technical and operational strategies across the three-tiered structure of DPG, DPG Hub, and PES. Drawing on insights from expert discussions, the research further articulated a digital innovation strategy for PES, emphasizing the role of public institutions in executing national IT policy and optimizing the application of emerging technologies.
    [Implications]This study contributes to bridging the gap between policy formulation and practical implementation by introducing a three-tier extended BITA (Business-IT Alignment) model tailored to the public sector, expanding upon the conventional two-tier SAM framework. The proposed model incorporates the strategic alignment among DPG, DPG Hub, and PES, with a focus on integrating core digital technologies. Expert insights gathered through structured discussions validated the methodological approach for public institutions to formulate responsive IT strategies in line with evolving government policies. Furthermore, the study highlights the potential for developing ecosystem-based frameworks and guidelines that support collaborative governance and technological integration. The findings offer foundational data for future assessments and implementations of IT strategies within public institutions, reinforcing the alignment between national digital agendas and institutional execution.
