복지국가 위기의 정치와 복지정치의 위기: -복지국가재편에 대한 논의 = Crisis Politics of Welfare State and Crisis of Welfare Politics: Focusing on reconstruction of welfare state

다국어 초록 (Multilingual Abstract)

The objective of this thesis is to explore crisis of welfare state focusing on the Western welfare state. The research question of this thesis is in ``the crisis politics of welfare state`` in Korea which is in the context of ``frame politics``. The crisis politics tell us that economic crisis stems from social welfare which is the origin of so called the welfare diseases characterized as idleness, independence. Therefore the frame regards social welfare as wastefulness. In conclusion in this thesis, crisis of welfare state in the Western Europe is in the crisis of welfare politics which consists of idea, power (relations) and policy. From the point of view, the idea of welfare state in the society moves towards the right and is realized as the Third Way which goes near to neo-liberalism. On the other hand, in the aspect of power relations, laborur power is weaker whereas capital power is stronger. The unionization and popular remains at a single-digit level and the support rate for the trade union and progressive parties has slowed in the last few years. As can see above, the reasons of crisis of welfare state are complicated but are mostly because of welfare state. Therefore the crisis depends on the direction and level of welfare politics. In that vein, welfare politics in Korea overthrows the crisis politics of welfare state and tries to find a road of welfare state based on labour and citizen organized.
