생태계보전부담금 제도의 개선방안 연구 = A Study on How to Improve the Ecosystem Conservation Levy System

국문 초록 (Abstract)

우리나라는 현재 경제성장을 위해 골프장 개발, 에너지 발전사업, 도로공사 등 다양한 형태와 규모로 토지의 활발한 개발행위가 이루어짐으로 여러 유형의 생태계 훼손이 발생하고 있다.
이에 대하여 정부 차원에서 훼손된 생태계를 복원하기 위해 생태계보전부담금 제도가 운영되고 있다. 하지만 이 제도가 20년간 시행되며 여러 개정을 거쳤음에도 불구하고 개발사업의 종류가 다양하여 그에 따른 부담금 부과에 있어 공익성과 형평성이 부족한 면을 볼 수 있다.
따라서, 본 연구는 이러한 생태계 훼손을 최소화하고 자연환경 복원을 위해 마련된 부담금 제도인 생태계보전부담금 제도의 운영 현황, 사례를 통한 문제점을 분석하여 이에 대한 합리적인 기준을 토대로 보완 사항을 마련함으로써 생태계보전부담금제도의 운영 효율성이 향상될 수 있도록 하였다.

In Korea, various types of ecosystem damage are currently occurring due to the active development of land in various forms and scales, such as golf course development, energy generation projects, and road construction, for economic growth.
In response, an ecosystem conservation levy system is being operated at the government level to restore the damaged ecosystem. However, despite the fact that this system has been in place for 20 years and has undergone various revisions, there are various types of development projects, and there is a lack of public interest and equity in the imposition of levies.
Therefore, this study analyzes the operation status and problems of the ecosystem conservation levy system, which is a levy system designed to minimize such damage to the ecosystem and restore the natural environment, and prepares supplementary matters based on reasonable standards so that the operational efficiency of the ecosystem conservation levy system can be improved.
