    This study examines how policy discourse on China’s intangible cultural heritage (ICH) has been formed and rearticulated in Chinese academic research by analyzing articles indexed in CSSCI (Chinese Social Sciences Citation Index) and CJC (Core Journal of China). Data were collected from CNKI (China National Knowledge Infrastructure) using the keywords “非物质文化遗产政策” and “非遗政策” over the period 2004–2025. Of 35 records initially retrieved, book reviews/translated texts, non-academic materials, and studies focusing exclusively on overseas cases were excluded, yielding 26 articles for final analysis. Notably, all selected articles were published between 2010 and 2025, reflecting a scholarly shift toward examining concrete policy operations and effects after the policy framework became relatively institutionalized. Drawing on Braun and Clarke’s (2006) thematic analysis procedure, the study iteratively coded recurring concepts, expressions, and argumentative structures across the corpus to identify shared thematic patterns. The findings indicate four major thematic domains in China’s ICH policy research: ⓵ institutional and safeguarding-system–oriented studies, ⓶ linkage between ICH policy and national strategies and development agendas, ⓷ community and inheritor centered approaches, and ⓸ sector-specific policy application and expansion. Across these domains, four recurrent structural problems were identified: ⓵ an incomplete policy system and an excessive bureaucratic orientation, ⓶ structural limitations of an inheritor-centered framework, ⓷ insufficient incorporation of regional, ethnic-minority, and urbanization contexts, and ⓸ weak foundational systems in education, archiving, and digitalization. Correspondingly, the literature converges on four policy recommendations: ⓵ refining the policy system and strengthening plural governance, ⓶ reorganizing transmission structures on a community basis, ⓷ designing policies that better reflect local contexts, and ⓸ reinforcing infrastructures for education, documentation, and digital development. By mapping these thematic domains, recurrent problem framings, and convergent recommendations, this study provides a systematic overview of the discourse structure underpinning China’s ICH policy research and offers a foundational reference for future cultural policy studies employing policy-discourse analysis.
