국제질서 혼돈의 동인 추적 : 트럼프 2.0과 공격적 현실주의

국문 초록 (Abstract)

최근 국제무대가 도전에 직면했다는 우려가 이어지고 있다. 그렇다면 국제안보질서의 혼돈과 불확실성을 심화시키는 동인은 무엇일까? 우선 국제적 세력 재배분(redistribution of power)으로 인한 구조적 변화가 핵심적인 동인으로 설명된다. 이와 동시에 구조적 변화로 인한 파급효과로 행위자의 정책적 변화도 도드라지고 있고 이는 예측 불가성을 높이는 요소다. 특히 일부 행위자는 과거와 차별화되는 대개조 수준의 정책적 선택으로 과도기 국제질서의 혼란이 장기화될 조짐마저 보이고 있다. 이런 점에서 현 국제질서는 단순 강대국 정치 부활을 넘어 공격적 현실주의가 본격화되는 기제에 있다. 이런 통찰 하에 본 논고는 ‘구조 변화-행위자 선택 유형 모델’을 통해 구조와 행위의 역학관계를 설명한다. 특히 한계점을 넘어서는 과도반응 현상 조망을 위해서 미국과 러시아의 최근 행보를 사례연구 차원에서 살펴본다. 나아가 비(非)강대국에게도 공격적 현실주의와 동기화될 수 있는 정책적 행보를 확인하다. 본 논고는 신고전적 현실주의의 적실성 제고 측면에서 학문적 기여가 가능하고, 능동형 주도 전략 마련 등 한국의 대외전략에 대한 정책적 제언도 제공한다.

What drives international security to be chaotic and uncertain? Structural changes spurred by power redistribution and actors’ differentiated choices serve as sources for those mechanisms. In particular, as some actors choose a destructive level of policies, transitional and disordered international politics are expected to be long-lasting. In this vein, offensive realism is at the forefront simply beyond the revival of great power politics around the world. With this insight in mind, this paper lays out the ‘structural change-actors’ choice typological model’ and then explores cases such as the U.S. and Russia. Furthermore, it finds that non-great powers are harmonized with offensive realism in this transitional international order. These findings contribute to academic developments such as neoclassical realism and shed some light on policies such as South Korea’s proactive strategy.
