이동통치의 관점에서 본 난민 담론의 형성과 변화 - 아프가니스탄 특별기여자에 관한 국내 신문 기사의 키워드를 중심으로 - = The Formation and Change of Refugee Discourse from the Perspective of Governmobility - A Study on the Keywords of Newspaper Articles about Afghanistan Special Contributors -

국문 초록 (Abstract)

본 연구는 이동통치의 개념으로 난민 담론의 변화를 분석하는 것을 목표로 한다. 이 관점에서 난민은 정치 적으로 해석되는 존재이며, 수용국의 입장을 대변하는 도구가 되기도 한다. 국내 신문 기사에서 아프가니스탄 난 민이라는 키워드를 분석해본 결과, 1990년도만 해도 아프가니스탄의 난민은 유럽과 서구권 국가의 문제였으나, 현재에 이르러 한국을 비롯한 다양한 국가의 난민 이슈의 중심에 위치해 있는 것으로 나타났다. 2001년과 2021년 의 난민 이슈는 탈레반과 밀접하게 연관되어 있다는 점에서 유사하나, 한국정부의 태도와 위치에 있어 대응 방식 에 차이가 존재하는 것으로 나타났다. 이와 같이 아프가니스탄 난민에 대한 국내 신문기사의 시기별, 지역별 흐름 이 변화하고 있는 이유는 난민 이슈의 내부화와 관련되어 있으며, 특히 국가의 난민에 대한 포용력에 초점이 맞춰 지고 있다는 점에 주목할 필요가 있다. 한편, 지역적으로 난민에 대한 이해가 다르게 나타날 수 있다는 점에서, 국 내 난민 이슈는 균질한 형태와 내용으로 구성되어 있지 않으며, 새로운 담론과 다양한 정치적 공간을 만들어내고 있다.
