This study was conducted in the entire Gangnam-gu area, with a focus on Daechi-dong, Samseong-dong, Cheongdam-dong, and Apgujeong-dong, which are designated as Areas Subject to Permission of Land Transaction in Seoul. Furthermore, this study conducted an in-depth comparative analysis of price and transaction volume fluctuations in apartments. The prices of apartments in Gangnam-gu, Seoul are known to have a significant influence on the nationwide apartment market. Therefore, an analysis was conducted on the impact of the designation of permit areas on apartment prices and transaction volumes in Gangnam-gu.
In this study, statistical tests including independent samples t-test, analys of variance(ANOVA), and regression analysis were conducted. The statistical analysis involved deriving test statistics and p-values to conduct the tests. Furthermore, the actual transaction data of apartments were analyzed. Furthermore, this study was analyzed using actual transaction data of apartments. And the price and transaction volume fluctuations of the entire Gangnam-gu area, including the designated and non-designated areas, as well as before and after the designation of the permitted areas, were examined.
After the designation of the permitted areas, the average apartment prices in the entire Gangnam-gu area were found to have increased compared to the previous period. In Gangnam-gu, the designation of permitted areas did not cause a decrease in apartment prices. However, it was clearly observed that the transaction volume decreased. Furthermore, after the designation of Areas Subject to Permission of Land Transaction, there was no evidence of a balloon effect where the demand for transactions shifted to non-designated areas in Gangnam-gu, resulting in an increase in transaction volume.
It was difficult to conclude that the opportunities for real resident buyers to purchase apartments expanded due to the significant decrease in transaction volume. However, considering the burden of residing in the purchased property for a period of two years and the decrease in transaction volume, it could be evaluated that Gap investments, which involve purchasing through Jeonse(long-term lease), have been prevented, and speculative demand has also been curbed.
It is important to stabilize the apartment market through the expansion of apartment supply, as it is necessary for the efficiency and policy effectiveness of the land transaction permission system designated in major cities. This study can provide the stakeholders involved in real estate transactions within the Areas Subject to Permission of Land Transaction with the necessary information for informed decision-making. This study can serve as a policy reference material for understanding the impact on the local apartment market when designating Areas Subject to Permission of Land Transaction in densely populated urban centers with a concentration of residential and commercial facilities.
