일제강점기 호서지방의 형평운동

국문 초록 (Abstract)

본 논문은 백정들의 차별철폐운동인 호서지방의 형평운동을 지분사의 활동을 중심으로 살펴본 것이다. 이는 본사와 분사가 반드시 동질성을 유지하고 있었겠는가 하는 의문에서 출발한 것이다.
지분사는 충남 14군·충북 10군 공히 전 지역에 걸쳐 설치되었다. 충남은 특히 내포 지역의 중심인 홍성(3)을 중심으로 예산(2), 서산(3), 당진(2), 청양(3) 등지에 집중 설치되었고, 충남은 논산에서 충북은 청주에서 가장 먼저 분사가 창립되었다.
이들 지·분사의 활동을 정리하면 호서지방은 대체로 사회운동이 부진했으며 사회운동 단체의 연대활동 또한 없었다는 특징이 있다. 분사조직에 고문이 없었다는 데서도 잘 알 수 있는 일이다. 이는 사회운동 단체의 지원이나 후원이 없었다는 것을 반증하는 것이며, 사회운동이 활발했던 영남지방이나 호남지방과는 다른 호서지방의 지역적 특성을 반영해주는 결과로 보인다.
전체적으로 충남이 충북보다 활발했으며 충남은 내포지역이 활발하였다. 충남 내포지역은 일부 양반과 유학세력이 있었지만 차령 이남보다 그 세력이 약해 형평운동에 대한 반감이 상대적으로 적었기 때문이다. 충북은 충남보다 양반세력이 더 강해 활동이 침체될 수밖에 없었다.
호서지방에서는 형평운동의 본래 목적인 사원의 인권투쟁보다 교육운동과 경제적 권익수호 운동에 주력하였다. 교육운동은 예산·당진·서산·보령 등지를 포함하는 지역에서 활발하였다. 경제적인 면에서는 건피장과 피혁공장, 형평산업주식회사와 온천산업주식회사 설립에 관한 건이 논의되었으나 설립은 확인되지 않는다. 많은 자본과 근대적인 경영 문제를 생각할 때 설립 자체가 어려웠을 것으로 보인다. 하지만 일제의 경제침탈에 대응하고자 한 측면이 엿보인다는 점에서 주목할 만 하다.
끝으로 조선에서 두 번째로 넓은 평야지대로 일컬어지는 충남의 합덕은 당진의 경제적 중심지로 군내에서 제일가는 시장이 형성된 곳임에도 이곳의 활동을 전하는 일간지의 기사가 보이지 않는 것은 아직도 의문이다.

다국어 초록 (Multilingual Abstract)

This paper looked into butchers" movement to abolish discrimination which was the social equality movement of Hoseo on the actions of the branches. This begins with whether the head office and the branches necessarily kept homogeneity.
The branches were installed throughout 14 guns of Chungnam and 10 guns of Chungbuk. They were intensively installed in Yesan (2), Seosan (3), Dangjin (2), Chongyang (3) and so on , especially in Hongseong (3) which was the center of the bay region in Chungnam. The first branches were installed in Nonsan, Chungnam and in Cheongju, Chungbuk.
Examining the actions of the branches, usually Hoseo was slow in the social movement and had the characteristic of there being on the unified activities of the social movement groups. It was well known that there were no advisors in the branches, which proves that there were no supports of social movement groups, and shows the regional characteristic of Hoseo different from Youngnam and Honam which were active in social movements.
In general, Chungnam was more active than Chungbuk, and Chungnam was active in the bay region. That was why the bay region of Chungnam had some forces of aristocrats and Confucian scholars, but the forces were weak and had a little hostility against the social equality movement. The forces of aristocrats in Chungbuk were stronger than Chungnam, and the activities were sure to slow down.
Hoseo focused more on the education movement and the movement which protecting economic rights and interests than on the struggle for human rights of temples which was the original goal of the social equality movement. The education movement was active in the regions of Yesan, Dangjin, Seosan, Boryeong and so on. In terms of economics, the matter of establishing dried hide factories, leather factories, the social equality movement Inc and the hot spring Inc was discussed, but their establishment was not certain. Considering a lot of capital and the modern business matter, their establishment was seen to be difficult. However, it is worth of notice in that there was an aspect of coping with Japanese economic plunder.
Finally, it is still doubtful that although Hapdeok, Chungnam referred to as the second largest plain in Joseon was the economic center of Dangjin and the place where the best market in Hapdeok-gun, articles of daily papers were not seen.
