지방자치단체의 다문화정책과 상호문화주의: 안산시와 서울시 구로구를 중심으로 = Multi-cultural Policy of Local Governments and Inter-culturalism : The Cases of Ansan and Guro-gu, Seoul

다국어 초록 (Multilingual Abstract)

The study began with the designation of Ansan City and Guro-gu, Seoul, as 'Intercultural Cities'(ICCs) by the Council of Europe. An intercultural city is a city in which cultural diversity takes place by mutually acknowledging and exchanging one's own values and lifestyles, and by creating an area where there is no friendship in an equitable relationship. To this objective, after examining the multicultural policies of local governments in Japan, Germany, and Australia, Ansan City and Kuro-gu, which have been designated as representative intercultural cities of Korea, were analyzed in terms of legal aspect, administrative system (organizationㆍpersonnel, budget), policies and programs as examples.
As a result of the analysis, the enactment and implementation of the ordinances of Ansan City are designed in a wide variety of ways, and in terms of the administrative system, the Foreign Resident Support Headquarters(Foreign Resident Policy Department, Foreign Resident Support Department) of Ansan City and the Multicultural Policy Department of Kuro-gu(Intercultural Policy Department) are very leading as local governments. In terms of manpower, Ansan City had a large number of civil servants in the multicultural department, and in terms of budget, Kuro-gu's budget input was stable. In terms of policies and programs, the Multicultural Special Zone Village in Ansan City, the Global Village School in Kuro-gu, and the Honorary Letter of Honor for Foreigners were unique.
In order for Korean society to achieve effective social integration in the future, it is necessary to prevent discrimination, abuse, and prejudice against migrant workers and married migrant women, to adapt to the schools and social lives of children and middle-entrance youth, to resolve mutual conflicts through the establishment of internal and foreign governance systems and the activation of resident participation, and to improve awareness for the acceptance of cultural diversity among domestic citizens.

국문 초록 (Abstract)

본 연구는 안산시와 서울시 구로구가 유럽평의회(Council of Europe)로부터 ‘상호문화도시’(ICC)로 지정된 것에서 출발하였다. 상호문화도시란 자기의 고유한 가치와 생활양식을 상호 인정하고 교류하며 공평한 관계 속에서 우열이 존재하지 않는 지역을 만듬으로써 문화다양성이 이루어지는 도시를 말한다. 이를 위해 일본, 독일, 호주의 지방자치단체 다문화정책을 살펴본 후, 우리나라 대표적인 상호문화도시로 지정된 안산시와 구로구를 사례로 법･제도, 행정체계(조직･인사, 예산), 정책 및 프로그램 측면에서 분석하였다.
분석결과 법･제도적인 측면에서 안산시의 조례제정 및 시행이 매우 다양하게 설계되어있으며, 행정체계 측면에서는 안산시의 외국인주민지원본부(외국인주민정책과, 외국인주민지원과)와 구로구의 다문화정책과(상호문화정책과)가 지방자치단체로서는 매우 선도적인 것으로 나타났다. 인력 면에서는 안산시가 다문화 관련 부서에 다수의 공무원을 배치하고 있었고, 예산 면에서는 구로구의 예산투입이 안정적이었다. 그리고 정책 및 프로그램 측면에서는 안산시의 다문화특구마을, 구로구의 지구촌학교, 외국인 명예통장 등이 독특하였다. 향후 한국사회가 효과적으로 사회통합을 이룰 수 있도록 이주노동자와 결혼이주 여성의 차별 및 학대와 편견 방지, 중도입국자녀 및 다문화자녀의 학교와 사회생활에의 적응, 내·외국인 거버넌스 시스템 구축과 주민참여의 활성화를 통한 상호 갈등해소, 내국인의 문화적 다양성 수용을 위한 인식개선 노력 등이 요구되어지고 있다.
