노인장기요양보험서비스와 노인돌봄서비스 간 파트너십체계 구축방안

국문 초록 (Abstract)

2008년 7월 노인장기요양보험제도가 도입됨으로써 장기요양 1～3등급을 받은 급여신청자는 노인장기요양급여를 이용할 수 있으나 등급외판정자는 지방자치단체가 제공하는 노인돌봄서비스에 의존하는 이중구조가 형성되었다. 이에 따라 지역노인에게 복지ㆍ예방에서 장기요양까지 일관성 있고 포괄적인 서비스를 제공하고, 향후 장기요양대상자로 진입할 수 있는 등급외판정자를 효율적으로 관리하여 이들의 등급내 진입 억제 또는 진입속도를 지연시켜 노인장기요양보험제도의 재정안정화를 도모하기 위해서도 양 제도 간 파트너십체계 구축이 필요하게 되었다.
본 연구는 노인장기요양서비스와 노인돌봄서비스 간 파트너십체계 구축 현황을 분석하여 효율적인 파트너십체계 구축을 위한 방안 모색을 목적으로 하였다. 연구방법은 관련법, 정부지침, 연구보고서 등 문헌연구에 기반하면서, 실증적인 파트너십체계 운영과정을 분석하기 위해 기초자치단체 및 건강보험공단 지사의 관련 업무 담당자 몇 명을 면담하여 문헌연구의 한계를 보완하였다. 연구내용은 파트너십체계 구축에 매우 중요한 파트너들 간의 명확한 역할설정, 신뢰구축, 책임성 확보, 리더십 확보라는 네 가지차원을 중심으로 양 서비스 간 파트너십체계의 현황을 분석하였다. 이러한 분석결과를 바탕으로 지방자치단체 중심의 전담체계 및 인력 확보, 서비스 질 모니터링 및 평가체계구축, 지역사회보호 파트너십체계 구축 등 효율적인 파트너십체계 구축을 위한 몇 가지 정책방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

Since the Korean government put the Long-Term Care Insurance Law into operation in July 2008, social care services for the elderly in Korea were shaped dual structures: the Long-Term Care Insurance Programme and the Community Care Services. According to the guideline put out by the Ministry for Health, Welfare and Family Affairs, the National Health Insurance Corporation should classify those ineligible for the Insurance into ineligibility categories A, B, and C and notify the registered names to city and district offices. These offices are supposed to coordinate local healthcare and social services to provide relevant services for the elderly in need. Therefore, making partnership system effectively between the two programmes is one of the toughest challenges facing public sector managers.
This article aims to discuss the methods ofimproving the effective partnership system between the Long-Term Care Insurance and the Community Care Services for the elderly. For the aim, this article, at first, explored the theoretical backgrounds relating to the concept and characteristics of the partnership. After then, current partnership working between the two programmes was analysed on the basis of four criteria(clarity of roles,trust building, clarity of responsibility, and establishment of leadership). Finally this article suggested the methods to upgrade the partnership system between the two programmes.
The particular emphasis of the analysis was that local governments should take a leading role in providing Long_Term Care Services and establish a cooperative relationship and share information with other organisations.
