재정보전금의 수평적 재정 형평화 효과에 관한 연구 = The Study on Horizontal Fiscal Equalization Effect of Fiscal Compensation Fund: Focused on Gyeonggi Province

국문 초록 (Abstract)

재정보전금제도는 지방재정조정제도의 하나로서, 광역지자체에서 하위 기초지자체의 부족한 재정을 보전하고 이를 통해 각 지자체의 수평적 재정 형평화를 도모할 목적으로 시행이 되고 있다. 본 연구는 현행 재정보전금제도가 각 지자체 수평적 재정 형평화에 어느 정도 기여하고 있는지를 경기도를 중심으로 분석하 였다. 분석결과 재정보전금 중에서 일반재정보전금과 시책추진보전금은 수평적 재정 형평화에 일정 부분 기여하고 있는 것으로 나타났으나, 특별재정보전금은 오히려 수평적 형평화에 크게 역진하는 것으로 파악되었다. 특히 경기도의 경우 특별재정보전금의 배분비율을 지방재정법 시행령에서 명시함으로 인해, 제도 도입이후 각 지자체의 재정력 변동상황을 적절히 반영하지 못해 지자체 간 빈익빈 부익부 현상을 초래하고 있어 시정이 필요하다. 한편 재정보전금의 가장 큰 비중을 차지하는 일반재정보전금의 수평적 형평화 효과를 높이기 위해서는 현재의 배분기준인 인구수, 도세징수실적, 재정력지수 외에 행정면적 기준을 추가로 도입하는 방안을 고려해볼 필요가 있다.

Fiscal compensation fund, as one of the local fiscal coordination system, was introduced to compensate local fiscal status and improve the horizontal fiscal equalization through intergovernmental fiscal transfer from municipal government to basic government. This study was focused on the effect of horizontal fiscal equalization among the local governments in Gyeonggi province by current fiscal compensation fund. According to the analysis, general and project fiscal compensation funds have partly contributed to the horizontal fiscal equalization, but special fiscal compensation fund has moved backwards far from the horizontal fiscal equalization. In case of Gyeonggi province, especially due to the enforcement ordinance which does not reflect the varying fiscal circumstances, special fiscal compensation fund made the gap between the rich and the poor local governments wider and worsened the horizontal fiscal equalization, so its distribution rate needs to be corrected immediately. Meanwhile, to enhance the effect of horizontal fiscal equalization of general fiscal compensation fund which is the biggest portion of the fiscal compensation fund, it needs to consider adding an ``administrative area`` as a new standard of distribution besides previous standards of population, provincial tax collection, and fiscal ability index.
