The aim of this study sets out to discover a desirable form of health prevention programs among the alternative ones. Especially, this study attempts (ⅰ) to investigate the factors that affect the performance of health prevention programs : (ⅱ) carry out cost-effectiveness analysis (CEA) for the various type of health prevention programs : (ⅲ) identify innovative strategies for efficiency of health prevention programs. Cost-effectiveness analysis is used to compare the performance of all the health prevention programs. The following is taken to create the index.

As a result of these analyses, policy options as follows are recommended : (ⅰ) health prevention programs should be enough to provide health services adequately that have nothing to do with age. (ⅱ) all the insureds and dependants of health prevention programs should be provided sufficiently. (ⅲ) the efficiency of health prevention programs should be raised by active operation of mobil prevention service, scale of covered population under medical security.
Ultimately health prevention programs in medical insurance are to be fostered for the promotion of health care by enhancing the equity and efficiency of health services.
