우리나라 정부계약에서의 물가변동회계의 현황과 향후방안 = Status and Future Plan on Price Level Accounting for Korea Governmental Contract

국문 초록 (Abstract)

정부계약에서는 계약 후 5%의 등락요건과 60일의 기간요건이 동시에 만족하면 계약금액을 조정하여 보상하고 있다. 본 연구에서는 위의 내용을 현재의 정부계약법을 기초로 살펴보았다. 그리고 1992년 한양대학교 경제연구소에서 조사한 설문 결과와 2004년 1월부터 3월까지 조사한 설문조사 결과를 비교하여 다음의 내용에 대한 인식이 변화하였음을 알 수 있었다. 첫째, 등락요건과 기간요건을 동시에 만족하여 한다는 규정의 긍정적 인식, 둘째, 지수조정시 재료비 구분이 부정적에서 긍정적으로의 인식 전환, 셋째, 품목조정시의 재료비 단가 적용을 하는 물가지수는 문제점이 계속되고 있음을 확인하였다.

다국어 초록 (Multilingual Abstract)

The government has compensated contractors for price changing with adjusting contract price when they simultaneously satisfied with condition of 5% price fluctuation and 60days interval after contract. In this study, I reviewed above contents based on current governmental contract of Korea. And I have perceived recognition for following contents was changed as compared findings of questionnaire which was investigated in Hanyang University Economic Institute in 1992, with findings of questionnaire from January to March in 2004. (1) positive recognition which contractors should be satisfied simultaneously condition of fluctuation and day interval, (2) Changing from negative recognition of material price classification to positive as controlling numerical index, (3) There are continual problems of prices journal applying material price as controlling item.
