동아시아 망제정치: 21세기 미국의 군사안보 네트워크 전략 = Network Politics in East Asia: U.S. Security Network Strategy in the 21st Century

Recent strategic thinking of the U.S. does reflect a perspective of network politics. One of the prominent scholars in the U.S. posits that now the measure of power is connectedness, emphasizing that war, diplomacy, business, society, and religion are all networked.
This article tries to explain changes in U.S. security-military strategies by employing the perspective of network politics. Toward this end, this article, first, discusses some of the main concepts of network power, and introduces social-network theory and actor-network theory to address main characteristics of GPR and missile defense network of the U.S., respectively.
The main argument of this article is, since the ordering of international relations follows the way the network politics perspective describes, it is necessary for us to face up to the reality of current events in which various actors and issues are mutually connected. Then, we should also properly understand structures of the networks we belong to and ponder ways of utilizing a niche for networking as a middle power within the networks. And the chance of success in the work can be largely increased by adopting proper approaches of network politics.

국문 초록 (Abstract)

최근 미국의 전략적 고민에는 네트워크 세계정치에 대한 인식이 반영되어 오고 있다. 연결성(connectivity)을 극대화할 수 있는 미국의 고유한 능력이 21세기도 미국의 세기로 만들 것이라는 주장의 핵심에는 전쟁, 외교, 비즈니스, 미디어, 사회, 종교 등 세계의 모든 부분이 이미 네트워크화하였고, 권력의 척도는 바로 연결(con- nectedness)에 있다는 시각이 자리하고 있다.
이 글은 최근 미국 군사안보 전략의 변화의 모습을 네트워크 세계정치론의 관점을 도입해서 설명하고자 한다. 이를 위해 네트워크 권력 정치의 특징적인 모습에 대해 논의하고, 미국이 동아시아에서 구상하고 있는 군사안보 네트워크를 정의하기 위해 사회-네트워크이론(social- network theory)과 행위자-네트워크이론(actor- network theory)을 각각 원용하여 미국의 해외주둔미군재배치(Global Posture Review: GPR)와 미사일방어 네트워크 구축을 정리한다.
이 글의 핵심 주장은 만약 국제정치의 조직 원리가 네트워크적 방식을 따른다면 다양한 행위자들과 많은 이슈 영역들의 연계가 중요해질 수밖에 없기 때문에 구조로서의 네트워크를 보다 적극적으로 이해하고, 동시에 중견국으로서 네트워킹이 가능한 부분을 찾아서 적극적으로 활용하려는 고민이 필요하고, 그 성공 가능성은 네트워크적 관점의 적절한 적용을 통해 증진될 수 있다는 것이다.
