COVID-19와 면역에 대한 행정 철학적 고찰 = An Administrative Philosophical Study on COVID-19 and Immunity

Amidst the COVID-19 crisis, this study starts from the recognition that public administration has had few arguments with regard to the biological security of human beings and the continued existence of community. The study begins by making clear the historical meanings of immunity. In this context, Giorgio Agamben’s recent intervention is introduced to highlight controversial issues surrounding counter-pandemic measures. The concept of auto-immunity deployed by Roberto Esposito and Jacques Derrida to emphasize the adverse effects of the immunitary paradigm takes up the central place as a warning over excessive preventive measures such as indiscriminate blockades, mainly because those measures are most likely to break up communal solidarity. This study draws on Judith Butler’s argument that people need to jointly mourn all victims and take care of others’ livability since all people are equally precarious as a way to overcome the current crisis in the long term. In conclusion, the study argues that even though drastic measures may be required in some cases for a limited time, such negative immunitary measures should be replaced with positive immunitary ones that aim to enhance the livability of all people.

국문 초록 (Abstract)

본 논문은 현재도 진행 중인 COVID-19 사태 속에서 인간의 생물적 안전과 공동체의 존속에 대한 논의가 행정학계 내부에서는 거의 없었다는 문제의식에서 출발한다. 논문은 면역 개념의 역사적 의미를 분명히 하면서 시작한다. 다음으로는 논문의 쟁점을 분명히 한다는 의미로 COVID-19 사태에 대한 정부의 대응을 비판적으로 보는 Giorgio Agamben의 주장을 소개할 것이다. 이후 현대의 정치･행정 체제의 특징은 면역적 패러다임이라는 Roberto Esposito의 도전적인 주장을 살펴 볼 것이다. 동시에 면역 가운데 가장 문제가 되는 자가면역 개념이 지니는 양가적 의미를 Jacques Derrida의 후기 저작들을 중심으로 명백히 하고자 한다. 마지막으로는 Judith Butler의 주장을 중심으로 면역적 패러다임을 극복하는 길은 인간의 본원적 취약성(vulnerability)을 인정하고, 지구 저편에 있는 타자들의 ‘삶의 가능성’까지도 문제시하면서 가능해질 수 있음을 주장할 것이다. 결론부분에서는 면역의 관점에서 현재 우리나라의 방역철학을 진단하고 앞으로 나가야 될 올바른 방향을 제시해 본다.
