아파트 소방안전관리제도에 관한 실태 및 인식 분석 연구: 공동주택 근무 소방안전관리자 실무교육 참석자를 중심으로 = Status and Perception Analysis of Apartment Fire Safety Management System: Practical Training of Participants Working in Multi-Family Housing

국문 초록 (Abstract)

본 연구는 공동주택에 근무하는 소방안전관리자를 대상으로 아파트 소방안전관리제도에 대한 인식을 분석하고 제도 개선 방향을 탐색하는 것을 목적으로 한다. 2025년 설문조사를 통해 41명의 응답을 분석하였다. 분석 결과, 현행 자격발급 체계와 실무 간 연관성은 낮게 인식된 반면, 자격 취득 이후 직무 중심 교육과 아파트 특성을 반영한 맞춤형 교육 필요성은 높게 나타났다. 또한 세대별 자율점검의 신뢰도는 낮은 것으로 확인되었으며, 소방안전관리보조자 제도는 역할 불명확성과 겸직 문제로 실효성이 제한되는 것으로 나타났다. 노후 아파트에 대해서는 종합 안전성 평가 및 개선제도 도입에 대한 필요성이 제기되었다. 회귀분석 결과, ‘업무 수행 전 교육 규정 신설’은 유의한 정(+)의 영향을, ‘맞춤형 교육 도입’은 유의한 부(-)의 영향을 미치는 것으로 나타났다. 따라서 아파트 소방안전관리제도는 현장 적용성과 실효성 강화를 중심으로 직무교육 개선, 맞춤형 교육체계 구축, 점검제도 보완, 보조자 제도 정비 등이 필요하다.

다국어 초록 (Multilingual Abstract)

This study examined the perceptions of apartment-building fire safety managers towards fire safety management systems and explored directions for institutional improvement. A survey of 41 respondents was conducted in 2025. The results showed that the current qualification system is perceived as having low relevance to practical tasks, whereas the demand for job-oriented training and customized programs that reflect apartment characteristics is high. The reliability of resident-led unit inspections was low, and the assistant system showed limited effectiveness owing to unclear roles and concurrent duties. Positive perceptions regarding the need for comprehensive safety assessments of aging apartments were identified. Regression analysis revealed that the establishment of pre-duty training regulations had a significant positive effect, whereas the introduction of customized training had a significant negative effect. These findings suggest that the system should focus on improving practical applicability and effectiveness through enhanced job training, customized education, improved inspection systems, and clearer assistant roles.
