1960~70년대 주한미군 및 가족의 한국 사회 경험과 민군관계 형성 = The Formation of Civil-Military Relations and Social Experience in Korea of the USFK and Companion in the 1960s and 1970s

다국어 초록 (Multilingual Abstract)

This study attempted to construct a diverse understanding of the time and space that the U.S. military has been stationed in Korea and has formed relationships with Korean society, noting that the experiences and perceptions of U.S. troops in Korea differ according to space, region, and status.
What has been identified through this study is as follows. First, the USFK Command encouraged the promotion of friendly relations between local residents and the U.S. military for stable base operation, but the policy was expressed differently depending on the situation and mission of the USFK.
Second, the diversity of relations was investigated by dividing the "U.S. military in Korea" into individual subjects rather than a single organization and illuminating them as subjects who implemented the U.S. military policy. Of course, the individual characteristics and accidental situations of soldiers cannot be considered, but it is meaningful as an attempt to share and categorize actual experiences by setting standards for USFK to experience Korean society. Through this, the limitations of civil-military relations formed were identified in a situation that under the purpose of security, a sufficient understanding of Korean society was not based.

국문 초록 (Abstract)

본 연구는 주한미군의 한국 생활 경험과 인식이 공간, 지역, 지위에 따라 다르다는 점에 주목하여 주한 미군이 주둔하며 한국 사회와 관계를 형성해 온 시간과 공간에 대한 이해를 다각적으로 구성하고자 했다. 이는 근본적으로 주한미군이 한국 사회를 인식하는 주요 공간이 되었던 기지 주변 지역과 기지라는 공간을 병사와 현지 주민이 거주하는 생활공간으로 인식해야 한다는 시각을 기반으로 한다.
본 연구를 통해 규명한 것은 다음과 같다. 첫째, 주한미군 사령부가 안정적인 기지운영을 위해 현지 주민과 미군 간 우호적 관계의 증진을 독려하였지만, 그 정책은 주한미군이 처한 상황과 임무에 따라 다르게 발현되었다. 이 과정에서 정책의 균열이 발생했는데, 주한미군 사령부가 의도하지 않은 한국 사회에 대한 부정적 인식 및 관계 형성의 제한이 발생한 것이었다.
둘째, ‘주한 미군’을 단일 조직이 아니라 개별 주체로 분리하여 미군의 정책을 수행하는 주체로서 조명하여 관계의 다양성을 규명하였다. 물론 병사의 개별 성격과 우연적 상황을 고려하지 않을 수 없지만, 주한미군이 한국 사회를 경험할 수 있는 기준을 설정하여 실제 경험을 공유하며 유형화한 시도로서 의미를 갖는다. 이를 통해 주한미군의 주둔이 단순히 사령부의 정책 결정만으로 이뤄진 것도 아니며, 안보라는 목적 아래 한국 사회에 대한 충분한 이해가 바탕이 되지 않는 상황에서 형성된 민군관계의 한계를 규명하였다.
