대한제국기 주한 일본군의 활동

국문 초록 (Abstract)

일본 정부는 1896년 5월 러시아 정부와 베베르-고무라각서를 교환함으로써 자국군을 한반도에 주둔시켰다. 주한 일본군은 크게 수비대 및 헌병대로 구성됐다. 주한 일본군은 꾸준히 증원됐고, 1901년 경에는 4개 대대 정도였다. 주한 일본군은 한국 내에서 일본의 영향력을 강화시키는 주요 수단이 되었다.
일본 정부가 자국군을 주둔시킨 것은 경부철도부설권, 전신선, 금광채굴권 등 한반도 내의 이권을 보호하고, 한반도에 거주하는 일본 이민을 보호하려는 목적이었다. 또 러일전쟁에 대비하려는 목적도 있었다.
주한 일본군은 고종에게 큰 위협을 주었다. 러시아군의 철수 이후 한국은 일본 정부에 주한 일본군의 철군을 요구하였다. 가토 주한 일본공사는 친일세력을 이용하여 한국의 철군론을 저지했다. 고종은 한국군에 있어 일본의 영향력 증대를 경계했다. 따라서 고종은 러시아와의 군사외교를 추구했다. 러시아는 주한 일본군을 매우 경계하였다.
일본의 한국 진출을 경계하던 러시아는 주한 일본군이 일본의 대한 영향력의 근원이라고 판단했다. 러시아 정부는 주한 일본군이 러일전쟁에 동원될 것을 우려했다. 러시아 다음으로 주한 일본군의 동향을 주시한 국가는 프랑스였다. 플랑시는 주한 일본군을 궁극적으로 일본의 한국 식민지화의 선봉이라고 판단했다.

Japanese Armed forces in Great Han Empire was a menace to King Kojong(高宗). After withdrawal of Russia troops the Great Han Empire demanded Japanese Government of Withdrawal of Japanese Armed forces in Great Han Empire. Japan tempted pro-Japanese to check withdrawal discussion.
Kojong was cautious of an augmentation of Japanese influence on Korea Army. As a result King Kojong waged the military diplomacy with Russia.
