조종사 자격증명 시험제도의 개선방안에 관한 연구 = A Study on the improvement programs of the examination system for pilot certificate

국문 초록 (Abstract)

최근 교통안전공단의 집계에 따르면 군 제대자들을 포함한 비행경력이 풍부한 많은 수의 항공종사자 (조종사)응시자들이 조종사의 기본면허인 자가용조종사, 사업용조종사, 운송용조종사 및 계기비행 한정증명등 항공종사자 자격증명 취득을 목적으로 외국으로의 유학을 한 것으로 나타났다.
이에 본 연구에서는 이들 유학생들을 대상으로 그들이 국내에서 자격증명 취득을 할 수 있는 충분한 비행시간을 갖고 있음에도 불구하고 자격증명시험제도를 외면한 채 외국으로의 유학을 결심한 이유를 조사하고, 만약 그 이유가 제도적인 문제점이라면 이의 타당성을 국제민간항공기구 부속서1의 권고 방식과, 미연방항공법 및 제도, 우리나라의 제도를 상호 비교 분석 검증하고, 이에 해결방법을 위한 자료로서 시험과목에 따르는 세부지침서를 제공하는데 역점을 두었다.

다국어 초록 (Multilingual Abstract)

According to the report of Korea Transportation Safety Authority, a number of applicants for pilot certificate, who have enough fight time as much as apply to that test, have had studying abroad to other countries for getting certificate.
So I will survey why they have studying abroad without trying test in our country and research that the reason is reasonable comparing with annex 1 of ICAO, Federal Aviation Regulation and Aviation Law of Korea concerning with examination system for pilot.
Finally this study is focused on providing for guidance materials to airman for the purpose of the improvement of the examination system for pilot certificate.
