    This paper assesses West Germany`s pension reform of 1957, the basis of their modern pension system, as a turning point for policies for the elderly and discussions about old age. Considered as one of the monumental events in the history of German social welfare policy, this reform bill - while increasing the average income of pensioners in one fell swoop via the introduction of ``dynamic life insurance (or index linked pension)`` - facilitated the redistribution of benefits from their dazzling post-war economic progress. Not only that, for replacing the fund management system from a funded system to an assessment system, it is considered a shift in the pension paradigm that has accomplished, for the first time, the concept of ``intergenerational contract.` However, pension reform was carried out not in terms of elderly welfare but in terms of social welfare and for political reasons. What ruled the social and political debate surrounding the passage of the bill were political motivations and economical feasibility.
