국문 초록 (Abstract)

본 연구는 장애인에 대한 사회적 배제현상이 두드러진 현 상황에서 장애성인 평생교육의 필요성을 ‘배제에서 포용(from exclusion to inclusion)으로’라는 민주사회의 보편적 교육이념에 입각하여 정리해 보고자 한다. 한 인간으로 살아가는데 있어서 요구되는 교육활동이 장애라는 특수한 조건과도 양립할 수 있도록 사회경제적 지원, 의료적 지원 그리고 교육적 지원을 포괄하는 포용적 장애성인 평생교육은, 우리나라에서는 학력보완형 문자해득교육에 초점이 맞춰진다. 이러한 개념적 특성은 「장애인 등에 대한 특수교육법」에 구체적으로 반영된다. 하지만 「UN장애인권리협약」과 같은 국제규약에서 제시하는 장애성인 평생교육은 장애인의 시민적 참여를 지원하는 포용교육적 특성을 갖는다. 따라서 우리나라 장애성인 평생교육도 보편적인 포용교육 이념에 맞춰 배움을 통한 돌봄과 배려, 인권과 민주적 시민의식, 자립적 삶을 구현하는 교육이념에 바탕을 두어야 한다. 이를 위해서는 장애성인 평생교육을 통해 장애인의 역량강화에 매진할 뿐만 아니라 비장애인의 장애인이해교육도 반드시 병행해야 할 것이며 포용적인 평생교육의 틀을 유지하게 위한 정부의 관련 부처간 협력이 요구된다.

다국어 초록 (Multilingual Abstract)

This paper focuses on analyzing the necessities of lifelong education for adults with disabilities based on the democratic universal educational idea of 'from exclusion to inclusion', in the dangerous situation of social exclusion against the people with disabilities. In order for the adults with disabilities to cope with special needs in the everyday life, lifelong education for the adults with disabilities should imply socio-economic, medical and educational rehabilitation at once. But in the Korean context it is emphasized by the literacy education for supplementing academic ability. The special education law for the disable follows this trend as well. This trend is opposite to the international regulations towards inclusive education such as UN Convention on the Rights of Persons with Disabilities. Thus Korean lifelong education for adults with disabilities is to reorient toward lifelong philosophy of caring and compassion by learning, human rights and democratic citizenship, and self-reliant life focused on universal inclusive education. For the purpose of enacting this philosophy in the Korean society, it is suggested to empower the persons with disabilities through lifelong education for adults with disabilities, to get more mutual understanding among disabled and non-disabled persons in the community, and to bring cooperation among ministries coping with various needs of them so as to maintain the inclusive lifelong education strategy.
