The residential area is a base of life, so it is a valuable place showing their residential identity by accumulation of time. However, it is getting through the rapid changes with the developmental paradigm, so the existing residence has gone away. Moreover, this residential area is being occupied by unified villas and apartment villages. Thus, the value of an existing residence is getting attention from people, and many people are recognizing this existing residence's value and wanting to keep their characteristic within a societal context. A district-unit plan is an effective management tool for preserving residential areas' characteristics because it is easier to manage the regional characteristics. So, it is evaluated to be an excellent method. However, there are concerns about whether the district unit plan can manage the unified regulations and plans, lack of detailed design guidelines, and operational procedures. This study will determine whether the district unit plan is performing its role appropriately to preserve the identity and characteristics of the region by investigating the current plans and actual conditions. For this, an empirical analysis conducted around five target areas with a district unit plan among released development restriction zones. This study focused on the physical component. This is because the theory of urban context, urban morphology mainly deals with factors of location and identity of the city, but physical component is also easier to compare with the planning elements of the district unit plan. From the urban context, urban morphology perspective, physical elements of universality and continuity were considered to be key elements that form local characteristics, and elements related to block, street, and building were analyzed. In addition, the main elements that form the characteristics of released development restriction zones were sloped roof, masonry structure, 1 or 2 story small houses, yards and gardens. Then rear arrangements, fences and southward exposures. These factors represent local characteristics. Thus, this study compared the situation of the district unit plan status and disciplinary around Yangji Village, Saedongne, and Angol among the areas where the development restriction zone was lifted. Saedongne Village, and Angol among the areas where the development restriction zone was lifted. This confirmed the following results: First, Factors that create development-restricted zones have been reduced in frequency since the district-unit plan was organized. Second, Changes in components and differences in speed are affected by changes in the designated use area and building usage at the time of planning.Third, The district-unit plan has established guidelines for preserving the region, but lack of understanding of local characteristics, vague and extensive content, and operational problem make it ineffective. This study confirmed the following results: First, we need a specific and specialized plan based on a deeper understanding of physical factors making the regional characteristics.Second, it is necessary to avoid the designation of uses of the unified district unit plan. Also, it has to specify the purpose in detail by predicting the reformation according to use. Third, the district unit plan's connection should be strengthened by considering the relationship between various factors and the context of the surrounding area. Therefore, the forms that produce local characteristics should be managed effectively. As a result, the district-unit plan concluded that the value accumulated by long periods was not considered essential and was treated as a formality. Therefore, establishing a district-unit plan requires a discussion based on a detailed understanding, the importance of its characteristics and value.
