해방이후 한국전쟁 이전까지의 미국의 대한 정책(1945-50) 재고 = U. S. policy toward Korea(1945-1950) reexamined

국문 초록 (Abstract)

이 논문의 목적은 해방이후 한국전쟁 이전의 미국의 대한정책을 재검토하는 것이다. 기존의 연구들은 미국이 한국에 반공의 보루를 건설하기 위해 매우 적극적으로 관여하려고 하였다거나 한국을 포기하였다고 주장하지만 이 연구는 미국이 한국에 중간적인 수준에서 관여하였다고 주장한다. 미국의 국무부는 한국에 걸려 있는 위신, 신뢰성 때문에 정치·경제적 수단을 통해서는 적극적으로 관여하려 하였지만, 군부는 한국의 낮은 군사전략적 고치를 고려하여 군사적으로는 소극적으로 관여하려 하였다. 이렇게 볼 때 이 시기의 미국의 정책은 한국을 완전히 포기하는 것도 아니었고 그렇다고 군사적 수단을 동원하여 적극적으로 한국을 지키려는 것도 아니었다.

다국어 초록 (Multilingual Abstract)

This paper aims at reexamining the U. S. policy toward Korea August, 1945 when Korea was liberated from Japan to June, 1950 when the Korean War broke out. The one previous works argue that the U. S. committed to South Korea very positively to construct the very strong anti-communist state in South Korea. The other research’s argument is that due to the peripheral interest of the U. S at stake it actually abandoned South Korea during the those years. However, this research argues that due to the prestige and credibility of the U. S. at stake the Department of State intended to make a serious commitment to South Korea by political and economic means. On the other hand, the War Department aimed at making a negative commitment to South Korea because of its peripheral military strategic value. In conclusion, neither the U. S. abandoned South Korea entirely, nor guaranteed its independence by military means. The U. S. commitment to South Korea was the middle level between the positive and the negative commitment.
