As knowledge based economy has become increasingly globalized, the competition for talent has intensified. In order to attract more highly skilled new Chinese migrants return to work in their homeland, the Chinese government has initiated a series of policies since the 1980s. This paper investigates these policies and mechanisms and the responses from the new migrants. It suggests that a new immigrant policy combining with horizontal and vertical approaches should be employed to accommodate burgeoning trend of global circulation of brains.
