    This study examines the transitions of craft movements as social movements. Departing from existing scholarship that has predominantly focused on art history—often overlooking the practical dynamism of craft—this research diachronically analyzes craft movements to understand them as practices of social criticism and reform. Beginning with the British Arts and Crafts Movement, the study explores social reformist craft movements in Europe, the United States, and Japan in the early 20th century, craft as the tactical tool within counterculture movements since the 1960s, and contemporary manifestations such as Craftivism, Indie Craft Movement, the Maker Movement, and the Right-to-repair Movement. The analysis focuses on the interactions and historical continuity among these various iterations of craft movements as social movements.
    The theoretical framework for analyzing craft movements is grounded in the development of social movement theories. While social movements originated as labor movements during modern industrialization, the mid-20th century saw a rise of new social movements centered on culture and identity, leading to the development of Resource Mobilization Theory and New Social Movement Theory. Based on these frameworks, this study argues that craft movements constitute social movements, as they involve collective action and cultural practices aimed at resolving specific social issues and pursuing social change with a shared consciousness. Furthermore, the domain-specific characteristics of craft—integrated and autonomous making process, the symbolism of craft objects as concrete signifiers of ideology, and the nature of physical practice—form a unique mode of practice as a language of social movements. Key theoretical lenses used to track these transitions include Frame Theory, New Social Movement Theory, and Lifestyle Movement Theory.
    The origin of craft movements lies in the 19th-century British Arts and Crafts Movement. Elite intellectuals and artists, led by William Morris, criticized the degradation of labor and material culture in industrial capitalism and the alienation of fine art from everyday life.     In the 21st century, craft movements intervene in diverse social agendas—such as the climate justice, human rights, and alternative economies—through everyday making practices. These movements have expanded into Craftivism, Indie Craft Movement, the Maker Movement, and the Right-to-repair Movement. Leveraging digital technology, these initiatives unfold with global simultaneity through online platforms and non-profit networks. In this process, a horizontal and integrated structure emerged where various layers of citizens—including makers, crafters, activists, and consumers—act as both participants and beneficiaries. Micro-level daily acts of making and repair are now regarded as agency for lifestyle-based civil movements, empowering individuals to respond creatively to macro-level issues. These movements show main characteristics of post-subcultural identity, consumer movements, and lifestyle movements. The act of making serves as a practical language that establishes new social practices, building a sphere of life politics.
    In conclusion, craft movements have transitioned from the late 19th century to the 21st century as complex social movements combining social resistance and cultural reform. While early 20th-century concerns focused on labor and distribution, today’s agendas have diversified to include the climate crisis and human rights. Furthermore, these movements have evolved from proposing alternatives at the level of production of artifacts to civil movements centered on the making practices of all citizens. The actors have expanded to women, amateur makers, and activists. Organizations and media have expanded, ranging from local handwork-centered small groups to online public spheres and digital fabrication platforms. A horizontal relationship has been strengthened, where the roles of actors and beneficiaries are increasingly integrated. Overall, these movements are characterized by the coexistence of conservatism and progressivism, and a focus on gradual social change through lifestyle practices. Despite recurring challenges such as commercialization, this study demonstrates that the attempt to change society through making has been a constant. Craft thus demonstrates that individuals can function as active agents in the making and reconstruction of society.
    By framing craft movements as practices that bridge social resistance and cultural reform, this study contributes to understanding craft as a cultural and political language discourse. Through a general historical inquiry into the transitions of craft movements since the 19th century, this research captures the dynamic and political implications of making. While limited by its geographical focus on parts of Europe, the United States, Japan, and Korea, this research broadens the interpretive scope of the social significance of craft movements. It is expected that these attempts will serve as a complementary foundation for future research in the field of craft studies.

    본 연구는 사회운동으로서 공예운동의 변천을 고찰한다. 기존의 공예운동 연구가 미술사적 시각에 편중되어 공예가 지닌 실천적 역동성을 간과해 왔다는 문제의식에서 출발해, 공예운동을 사회비판과 사회개혁을 위한 실천의 측면에서 이해할 목적으로 사회운동적 특징과 양상을 통시적으로 파악했다. 영국 미술공예운동을 출발점으로, 20세기 전반 유럽·미국·일본 등지에서 발생한 사회개혁적 공예운동, 1960년대 이후 저항문화운동에서 공예의 전술적 활용, 21세기 크래프티비즘·인디공예운동·메이커운동·수리권운동에 이르는 동시대 공예운동까지의 변천상을 사회운동으로서 공예운동 간의 상호작용 및 역사적 연속성에 초점을 두고 살펴보았다.
    사회운동으로서 공예운동 분석은 사회운동과 그 분석 이론의 발전 과정을 이론적 토대로 삼아 진행했다. 사회운동은 근대 산업화 과정에서 노동운동으로 시작됐다. 20세기 중반을 기점으로 문화와 정체성을 중심에 두는 새로운 운동이 증가함에 따라 크게 자원동원론, 신사회운동론을 중심으로 사회운동을 분석하는 이론이 발전했다. 이를 바탕으로 공예운동이 사회운동으로서 성립한다는 것을 논증했다. 공예운동은 같은 문제의식을 공유하는 사람들이 모여 특정 사회문제를 해결하기 위해 집단행동과 문화적 실천을 지속하며 사회변화를 추구한다는 점에서 사회운동의 일반 요건을 충족한다. 또한, 통합적이고 주체적인 생산방식, 이념의 구체적 기표로서 공예품의 상징성, 일상과 밀접한 신체적 실천이라는 공예의 영역적 특수성은 사회운동의 언어로서 독자적인 실천 양식을 형성한다. 시대별 공예운동의 변천을 파악하는 주요 이론적 틀로는, 문제를 규정하고 대안적 인식 체계를 제시하는 프레임이론, 정체성과 문화 관행의 변화를 중시하는 신사회운동론, 사회변화를 위해 개인의 생활양식 전환을 강조하는 라이프스타일운동이론을 적용하였다.

    결론적으로, 공예운동은 19세기 후반부터 21세기까지 사회적 저항과 문화적 개혁을 결합한 복합적 사회운동으로 전개되어 왔다. 공예운동은 시대적, 정치적 외부 환경의 변화에 대응하며 변모했다. 20세기 초까지 공예운동의 중심 화두가 노동, 분배 문제였다면, 오늘날 공예운동이 다루는 의제는 기후위기, 인권, 동물권까지 다각화했다. 또한, 사물 제작 차원에서 대안을 제시하는 운동에서 시민 개개인의 생활 속 제작 실천을 중심에 두는 시민운동으로 진화했다. 운동주체는 남성 엘리트·전문 제작자에서 시민·여성·아마추어 제작자와 활동가로 확대되었으며, 조직과 매체 역시 수공 중심의 지역 소모임부터 온라인 공론장과 디지털 테크놀로지 기반 제작 플랫폼까지 확장되었다. 점차 위계적 구조가 해체되고 수평적 관계가 강화되었으며, 운동 주체와 수혜 대상이 통합되는 경향이 커졌다. 전반적으로 공예운동은 보수성과 진보성, 개인성과 사회성, 사적 영역과 공적 영역을 오가며 생활 관행 중심의 점진적 사회변화를 지향하는 특징을 보인다. 다만 상업화로 인한 변질과 같이 선행 공예운동부터 오늘날 공예운동까지 되풀이되는 문제도 있다. 그럼에도, 공예운동의 변천을 살펴봄으로써 사물 제작을 통해 사회를 바꾸려는 시도가 근현대 역사상 꾸준히 일어났으며, 그 맥락이 사회의 정치적, 문화적 변화 속에서 끊임없이 재구성되었다는 것을 알 수 있었다. 공예는 사회운동의 실천 언어로서 개인이 능동적으로 사회를 만들고 고치는 주체임을 입증해 왔다.
    본 연구는 공예운동을 사회적 저항과 문화적 개혁을 병행하는 실천으로 규명했다는 데 의의가 있다. 19세기부터 현대에 이르는 다양한 공예운동의 변천을 통사로 고찰하면서 여러 시대와 사회에서 공예에 부여된 역할과 가능성을 확인하고, 공예라는 특수한 사물 제작 범주의 역동성과 정치적 함의를 입체적으로 파악하고자 했다. 유럽 국가 일부·미국·일본 및 한국의 공예운동 사례에 편중된 조사와 분석이 이루어졌다는 지리적 한계가 있으나, 공예운동의 사회적 의미를 해석하는 관점의 폭을 넓히고자 했다. 이러한 시도가 향후 공예운동 연구의 발전에 보완적으로 활용될 수 있기를 기대한다.

    21세기에 이르러 공예운동은 생활 속 제작 실천을 매개로 기후정의, 대안경제 등 다양한 사회적 의제에 개입하고 있다. 오늘날 공예운동은 비폭력적 행동주의를 표방하는 크래프티비즘을 비롯하여, 인디공예운동, 메이커운동과 수리권운동 등으로 외연을 확장하고 있다. 이들 운동은 디지털 테크놀로지를 적극적으로 활용하면서 온라인 플랫폼과 비영리 네트워크를 기반으로 국제적 동시성을 띠며 전개된다. 이 과정에서 메이커, 공예가, 환경운동가, 소비자 등 여러 층위의 시민이 참여 주체이자 수혜자가 됨으로써, 수평적이고 통합적인 운동 구조를 형성하고 있다. 만들기와 고치기라는 미시적이고 일상적인 행위는 시민권을 증진하고 개인이 거시적 현안에 능동적이고 창조적으로 대응하는 생활문화형 시민운동의 방법론으로 기능한다. 이는 포스트 하위문화적 정체성, 소비자운동, 라이프스타일운동의 특징을 띤다. 공예를 포함하는 제작 행위는 새로운 사회 관행을 형성하는 실천적 언어로 작동하면서 사적 영역을 넘어 공공의 문제를 해결하고 사회변화를 도모하는 생활정치의 장을 구축하고 있다.
    결론적으로, 공예운동은 19세기 후반부터 21세기까지 사회적 저항과 문화적 개혁을 결합한 복합적 사회운동으로 전개되어 왔다. 공예운동은 시대적, 정치적 외부 환경의 변화에 대응하며 변모했다. 20세기 초까지 공예운동의 중심 화두가 노동, 분배 문제였다면, 오늘날 공예운동이 다루는 의제는 기후위기, 인권, 동물권까지 다각화했다. 또한, 사물 제작 차원에서 대안을 제시하는 운동에서 시민 개개인의 생활 속 제작 실천을 중심에 두는 시민운동으로 진화했다. 운동주체는 남성 엘리트·전문 제작자에서 시민·여성·아마추어 제작자와 활동가로 확대되었으며, 조직과 매체 역시 수공 중심의 지역 소모임부터 온라인 공론장과 디지털 테크놀로지 기반 제작 플랫폼까지 확장되었다. 점차 위계적 구조가 해체되고 수평적 관계가 강화되었으며, 운동 주체와 수혜 대상이 통합되는 경향이 커졌다. 전반적으로 공예운동은 보수성과 진보성, 개인성과 사회성, 사적 영역과 공적 영역을 오가며 생활 관행 중심의 점진적 사회변화를 지향하는 특징을 보인다. 다만 상업화로 인한 변질과 같이 선행 공예운동부터 오늘날 공예운동까지 되풀이되는 문제도 있다. 그럼에도, 공예운동의 변천을 살펴봄으로써 사물 제작을 통해 사회를 바꾸려는 시도가 근현대 역사상 꾸준히 일어났으며, 그 맥락이 사회의 정치적, 문화적 변화 속에서 끊임없이 재구성되었다는 것을 알 수 있었다. 공예는 사회운동의 실천 언어로서 개인이 능동적으로 사회를 만들고 고치는 주체임을 입증해 왔다.
    본 연구는 공예운동을 사회적 저항과 문화적 개혁을 병행하는 실천으로 규명했다는 데 의의가 있다. 19세기부터 현대에 이르는 다양한 공예운동의 변천을 통사로 고찰하면서 여러 시대와 사회에서 공예에 부여된 역할과 가능성을 확인하고, 공예라는 특수한 사물 제작 범주의 역동성과 정치적 함의를 입체적으로 파악하고자 했다. 유럽 국가 일부·미국·일본 및 한국의 공예운동 사례에 편중된 조사와 분석이 이루어졌다는 지리적 한계가 있으나, 공예운동의 사회적 의미를 해석하는 관점의 폭을 넓히고자 했다. 이러한 시도가 향후 공예운동 연구의 발전에 보완적으로 활용될 수 있기를 기대한다.
