공간정보 관련 법제도의 개선에 관한 연구 = A Study on the Legislational and Institutional Improvement of Spatial Data

The term “spatial data” means the locational data of natural or artificial objects existing in space, including the space above ground, space under ground, space above water and space underwater, and the data necessary for spatial identification and decision-making related thereto(National Spatial Data Infrastructure Act Article2 No1). Recently, spatial data goes beyond simple geo-information, it is recognized as a new growth engine for creating huge added value by convergence various informations. According to increase of interest and importance on the spatial data, the government established the “Act on the Establishment, Management, etc. of Spatial Data” constituting the efficient management of national land, the “Spatial Data Industry Promotion Act” rearing the spatial information industry, and the “National Spatial Data Infrastructure Act” constituting the national spatial data system basis in order to develop related market and systems. As a result, today, the government tries to construct Ubiquitous Country based on national spatial data infrastructure system, and the traditional application areas of spatial data such as national land planning and utilization traffic service are expanded to new service areas such as finance and insurance industry. However, several problems such as the disutility of constructed spatial data and the non-existing of provision on personal information protection led to the increased necessity for legislational and institutional aspects. Therefore, the purpose of this study is to present the improvement plans of legislational and Institutional structure about the spatial data in order to retain the reliability on spatial data system and revitalize related industry.
