낙후지역 활성화를 위한 엔터프라이즈존 정책의 효과분석 = Evaluation of Enterprise Zone Policy in revitalizing underdeveloped region: the case of Missouri, U.S.A.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to evaluate the effectiveness of enterprise zone programs in the U.S. in revitalizing underdeveloped regions and to shed some light on regional development programs in Korea. Focusing on economic activities undertaken in Howell enterprise zone in Missouri, this research examines whether the program is successful in fulfilling its goals of creating jobs in distressed rural areas in Missouri by comparing with Randolph County, a non-enterprise area with the most similar environment. In order to effectively execute the research, this study uses shift-share analysis by Rubin and Wilder and evaluates actual changes in employment or economic activity in these two regions from 1980 to 1990 in terms of state growth effect, industrial mix effect, and competitive share effect. The result of this comparative research indicates that the enterprise zone program in Missouri was effective in reviving the economic activity in the area. In order to bring about more positive results, however, the zone program also needs consistent state monitoring under clear program goals, as well as appropriate job training program for the zone residents.
