국제사회이론 관점에서 본 남북관계의 역사와 발전 전망

다국어 초록 (Multilingual Abstract)

Of the arguments of theory of international society, mutual recognition, shared identity, institution and cooperation have meaningful implications for North-South Korean relations. They could be significant concepts that North and South Koreas should pursue in that they have functioned in the course of establishing international society in European and ASEAN (Association of Southeast Asian Nations) regions.
In terms of mutual recognition, the history of North-South Korean relations rather showed mutual exclusion until the early 1970s, thereafter gradually deepened mutual recognition. However, the Lee Myung-bak government has exploited the issue of mutual recognition as a strategy toward Pyongyang by referring to possible sudden changes and human rights in North Korea. As for shared identity, the two Koreas, in general, are on the way of restoring common culture, language and customs, but still remain at the low level of recovering homogeneity as seen in the failure of reuniting separated families on a regular basis.
Institutionalization of North-South relations has been carried out by making agreements between the two Koreas, but putting institution into implement is still far from perfect. North-South cooperation had been expanded until the inauguration of the current Lee government. However, economic cooperation thereafter has been halted due to the North’s distrust of the Seoul government and the South’s concern about Pyongyang’s relative gains expected from North-South cooperation. It is imperative that North-South relations proceed to international society. It can be possible to materialize it when the two Koreas continue to cooperate on the basis of mutual recognition, intensify the institutionalization of North-South relations and deepen shared identity.
