자유무역협정이 공공건설시장에 미치는 영향분석 －한,EU FTA를 중심으로－ = The Impact of Free Trade Agreement on the Public Construction Market through the case of Korea-EU FTA

다국어 초록 (Multilingual Abstract)

This paper explores the impact of public procurement opening by the FTA on the public construction market. Previous studies such as Ko Jonghwan(2006) anticipated that Korea-EU FTA would have positive effects in terms of production and employment on the construction industry. However, my paper claims that consideration of the construction industry`s institutional structure reveals that the FTA is not an effective way to achieve better degree of the public construction market openness. To support the claim, I analyze the text of the public procurement section of the Korea-EU FTA and the trade pattern in the construction industry between the EU and Korea. The prsence of the public procurement section in FTA can be understood as a means to enhance the efficiency of the public construction market to be obtained by the transparency principle adopted in FTA.
