옹호연합모형(Advocacy Coalition Framework)을 적용한 정책과정 연구 -온라인 게임 서비스 접근성 규제에 관한 셧다운제 제도 도입(청소년 보호법 개정) 과정을 중심으로- = An Analysis of Online Game Shutdown System: Application of the Advocacy Coalition Framework

다국어 초록 (Multilingual Abstract)

This study describes the process of Online Game Shutdown System in Korea through the Advocacy Coalition Framework (ACF). In 2011, as Online Game Shutdown System was passed in the Assembly plenary session, restricting playing online games for children and adolescents has become a social issue between pro-regulation coalition and anti-regulation coalition. The result of this study are summarized as follows. First, it is identified that external events have a impact on the policy sub-systems, while there's no effects of stable variables as ACF is applied to short-term policy process. Second, short-term resources of each advocacy coalition are identified. Third, there's no belief system change in short-term policy process, whereby it is identified that advocacy coalitions' strategies are changed in policy process. Finally, there are multiple policy brokers in third stage, which could mediate the conflict and reach an agreement in policy process.
