자원결사체가 개인간 신뢰의 상징적 제도인가?

국문 초록 (Abstract)

본 연구는 푸트남의 사회자본론의 함구된 가정, 즉 자원결사체가 개인간 신뢰의 상징적 제도라는 가정 자체에 의문을 제기한다. 본 연구는 사회이론적 신뢰 연구에 의거하여, 개인간 신뢰가 경험기반적 신뢰, 제도기반적 신뢰, 성찰적 신뢰로 구분될 수 있음을 제시하였다. 특히 제도적 차원에서의 공적 신뢰로 표현되는 ‘제도에 대한 신뢰’는 각종 공적 증명서 등에 대한 믿음에서 발생하는 개인간의 제도기반적 신뢰와 구분되어야 함을 강조하였다. 개인간 신뢰를 이렇게 세 가지로 구분하여 볼 때, 자원결사체와 개인간 신뢰간의 관계 자체가 사회자본론이 가정하듯 그렇게 단순한 것이 아님을 알 수 있다. 일반인의 결사체 참여와 신뢰의 관계에 대한 경험적 연구는 한국의 다양한 자원결사체가 크게 경험기반적 신뢰가 강한 지역공동체조직들, 낮은 제도기반적 신뢰에 대한 개인주의적 대응으로 나타난 연고주의모임, 낮은 제도기반적 신뢰와 낮은 경험기반적 신뢰를 특징으로 하는 시민운동단체로 크게 유형화될 수 있음을 보여준다. 본 연구는 한편으로는 사회자본론의 이론적 가정의 문제점을 지적함으로써 사회자본론 자체의 재구성에 대한 필요성을, 다른 한편으로는 한국 시민사회의 분리의 특징과 그 원인에 대한 보다 구체적인 연구의 필요성을 제기한다.

다국어 초록 (Multilingual Abstract)

This study doubts the assumption of Putnam’s social capital theory that the voluntary association is the symbolic institution of interpersonal trust. The theoretical discussion suggests that interpersonal trust can be categorized into experience-based, institution-based, and reflection-based trust. Institution-based interpersonal trust indicates the trust in other people based on the many kinds of public attestations and certificates, which can be distinguished from ‘trust on institution’. While institution-based trust is not of special concern in the Western democracies where the ‘confidence’ in functioning of system is well established, it should be treated in Korea as having no less relevance than experience-based trust, because under the “compressed modernization” the institutionalization was conducted separately from the everyday experience on the life world.
Once the interpersonal trust is conceptualized in these 3 categories, we can see that the relationship between voluntary associations and interpersonal trust is not so simple as is assumed in Putnam’s social capital theory. The empirical research on the relationship between the interpersonal trust and the participation in voluntary associations shows that voluntary associations in Korea can be classified ① local community organizations related with high experience-based trust ② clientalistic associations originating as individualistic response upon low level of institution-based trust, and ③ civil movement organizations characterized by low institution-based trust and low experience-based trust. This result calls upon reframing the social capital theory, that should be done under the consideration of ‘many civil societies’.
