한국지역경찰 운영실태에 관한 연구 - 최근 바뀐 순찰지구대 운영에 대한 설문조사를 중심으로 - = A Study on Real Condition of Operating Local Police In Korea

Countries of the world come up with new policies and ideas to prevent crimes and to reduce the fears of crimes. In the past, governments looked upon preventing crime for the people as public goods and initiated crime prevention activities. But we think of the problems of crimes as the problems of the societies and take the Community Policing to resolve the problems with the people living in the districts these days. We have been talking about the efficiency problems of a police box since the end of the Japanese colonialism. Korean National Police Agency started Patrol Division System combining 3-5 police boxes into one patrol division to increase efficiency and to perform positive community policing since August, 2003. This study is based on the statistics surveyed on the students on re-training at Police Comprehensive Academy from Aug 18 to Aug 29, 2003 to check out the effectiveness of the policing based on the patrol division system_ It shows the improvement of working condition and police officers` abilities to handle drunk people. It shows that police officers` job contentment is increasing as well. But there are some problems of the patrol division system. It is hard to cooperate with the private police in the districts, to garner crime information, and to change the shifts due to the smallness and confusions of the police division centers. To minimize the problems of the patrol division system and to maximize the community policing, we have to come up with new policies fitting the patrol division system. To interact with the residents, the police should focus on patrolling on foot. When the police use cars to patrol the districts, they should find out new techniques to contact with the residents as often as possible.
