There is nothing conservative about a social philosophy that subordinates human relations to the impersonal and unpredictable tyranny of the marketplace. What could be more radical or destructive of human values than a society so organized that millions of men and women are permanently denied any opportunity to lead productive lives? If we are seriously interested in preserving private property in a complex, vulnerable, high-technology civilization, we had better be prepared to abolish welfare not by cutting the welfare budget but by providing job opportunities for all Who are Willing to work. A full-employment program is neither radical nor utopian. On the contrary , it is the only democratic response to the microelectronic revolution and to an explosive and morally corrosive social crisis.
