노인학대 신고의무제도의 발전방안 연구 = The Study on Mandatory Reporting of Elder Abuse

다국어 초록 (Multilingual Abstract)

The purpose of this Study lies in seeking for ways to increase the report rate of elder abuses from mandatory reporters by means of studying documents related with the Mandatory Report System of Elder Abuse. In this Study, first, I studied the definition and main issues of mandatory reporters, and key ideas of foreign mandatory report systems. Second, I compared the mandatory report system of elder abuse with that of children abuse. In this process, I examined job classes, rights and responsibilities, training and regulations for punishment of mandatory reporters. Then, I compared report ratio of mandatory reporters of elder abuse and those of children abuse. Third, I analyzed the annual report status comparison between mandatory reporters and non-mandatory reporters, mandatory reporter types and status, and comparison of case studies between mandatory reporters and non-mandatory reporters. Then, as ways to develop mandatory report system of elder abuse, I proposed extension of the scope of mandatory reporters of elder abuses, the addition of escape clauses for reports out of good intentions from mandatory reporters and execution of mandatory education for mandatory reporters. Finally, I proposed the necessity of additional studies on the elements which influence the report actions of mandatory reporters.
