행정부패측정모형의 설계와 실증조사를 통한 평가 - 7대 광역시 행정부패 측정을 중심으로 - = A Design of Administrative Corruption Measurement Model and Evaluation by Empirical Exploration - Focusing on Measuring Administrative Corruption of 7 Metropolitan City -

국문 초록 (Abstract)

본 연구는 기존 부패측정모형들의 단점을 보완하는 차원에서 새로운 대안모형으로써 행정부패측정모형을 설계하여 국내 7대 광역시의 시민집단ㆍ공무원집단ㆍ광역의회 의원집단을 대상으로 행정부패수준을 측정하여 지수화하였다. 지표간 가중치는 계층분석절차(AHP) 기법을 이용하여 중요도를 산정하였다. 이를 통해 지방자치단체간 부패수준을 객관적인 시각에서 비교ㆍ평가하고, 조사결과를 토대로 부패통제 전략과 제도적 개선방안을 제시하고 있다. 조사결과, 7대 광역시의 종합부패지수는 48.11점으로 아직 우리 공작사회의 체감부패수준은 국민의 인식에 기초할 때 개선의 여지가 큰 것으로 나타났다. 특히, 부패통제기제영역의 부패지수가 가장 높게 나와 향후 부패방지 대책수립에 있어 통제시스템의 강화가 이루어져야 한다는 것을 시사하고 있다. 이러한 분석결과를 토대로 할 때, 업무수행과정에서 투명하고 공정한 의사결정과 집행이 이루어질 수 있도록 행정업무 처리과정의 공개를 확대하고, 상급자의 부당한 지시나 개입을 거절할 수 있는 제도적 장치를 강화해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This paper intends to remedy the corruption and absurdities of administrative corruption from the viewpoint of corruption prevention. It also provides the basis for developing and suggesting policy alternatives by Administrative Corruption Measurement Model for measuring corruption and the spreading of public recognition of corruption problem. That is, this research uses a more logical and systematic alternative model utilizing the Analytical Hierarchy Process(AHP) method which looks at the administrative process and procedures carefully. This research analyzes of administrative corruption felt by the resident of 7 metropolitan city in Korea, and it also shows what effects and result the corruption happening in those cities have on the legitimacy of administrative legal system, appropriateness of execution, and effectiveness of control mechanism. This research is measuring for three different groups, general citizen group, public officer group, and Council members group of 7 metropolitan governments in Korea.
