This study seeks to understand the determinants of negotiation strategies that parties employ in disputes involving the siting of environmentally sensitive facilities. Major findings of this study are as follows: 1) from the residents` standpoint, the role of government officials and the particular negotiation strategies employed impacted outcomes; and 2) from the government officials` standpoint, their role as well as public relations concerning negotiations impacted outcomes. Such determinants are points to be considered in negotiation processes for resolving locational conflicts regarding waste incinerators. Moreover, the findings of this study bear importantly on the issue of how government officials bring residents into the negotiation process and how they choose to enter into dialogue with residents.
