안전분위기 구성요소에 관한 실증적 연구 = An Empirical Analysis on Safety Climate Constructs within Korean Companies

This study aims to conduct the documentary research on the safety climate constructs within the workplaces of Korea and to analyzes their correlations empirically, in that the research could contribute to the prevention of routinized occupational accidents.
The factor analysis was conducted with using data of '2012 Survey on the trends for the occupational safety and health in Korea' by the OSHRI. The result shows the 5 constructs of CEO's commitment to safety issues; safety education; safety-related regulation & procedures; safety communication; and safety participation were confirmed within the surveyed companies. An analysis on the correlation between those constructs and the occupational injury frequencies shows the 3 constructs: CEO's commitment to safety issues; safety education; and safety participation are negatively correlated to the injury frequency.
Based on these findings, the implication of this study are discussed and future direction for related policy formation are suggested.

국문 초록 (Abstract)

이 연구는 반복되는 사업장의 사망 재해 등 비정상적 사고의 일상화를 탈피하기 위해서는 안전분위기(safety climate)의 조성 및 확산이라는 차원에서 접근하는 것이 중요하다고 보고, 관련 연구의 진전 경과를 고찰하고, 그 구성요인을 실증적으로 확인하고자 하였다.
우선, Zohar(1980) 이후 다수의 연구를 통해 확인된 안전분위기의 선행요인을 정리하고, 안전분위기가 재해감소로 이어지기 위한 안전행동 변인의 내용과 조건을 살펴보았다.
이를 우리나라의 사업장 상황에 실증적으로 적용해보기 위해서「2012 산업안전보건동향조사」데이터를 활용하여, 요인분석을 실시하고 변인 간의 상관관계를 살펴보았다. 그 결과 전국 수준에서 경영자의 안전몰입, 안전교육, 안전규정과 절차, 안전소통, 안전활동 참여 등 5개의 하위요인이 확인되었고, 이 중 경영자의 안전몰입, 안전교육 및 근로자의 안전활동 참여가 재해발생 빈도와 유의한 음(-)의 관계가 있음이 분석되었다.
본 연구는 대부분의 선행연구가 일부 업종과 지역에 한정하여 분석해 온 점을 감안할 때 전국 수준의 데이터를 활용하여 분석해 보았다는 의미가 있다. 다만, 설문분석을 통해 근로자의 안전행동 변인을 구체적으로 확인하고, 조사 기간의 차별화를 통한 재해발생에의 영향을 보다 면밀히 분석하는 등의 추가 연구가 필요하다.
