This study examines the characteristics and the implementation process of international real estate development projects which are one of the investment development type as part of yearly increase in overseas construction market and diversification of order method. And key factors for successful overseas real estate development projects were derived through analysis of case studies and interviews with experts in overseas real estate development projects. The PI method was used to determine the importance and to derive main key elements.
Among derived the 15 major risk factors, five key risk factors, including 1st land acquisition, 2nd claims and lawsuits, 3rd withdrawal of business profit dividend and capital, 4th local currency stability, and 5th land price evaluation, were applied to the Apple Town project which is an example of an overseas real estate and the effects were analyzed as follows.
The first is land acquisition. In 2007, the local developer and the local corporation of the construction company made the land purchase TFT. and secured the land acquisition by using the negotiation purchase and the forced acceptance procedures. However, due to the global economic crisis, sluggish local market situation in Kazakhstan, the land acquisition situation has not progressed significantly. As of the end of September 2015, only 1BL of 6 BLs had purchased and apartment complex had completed.
The second is claims and lawsuits. In 2006, a lawsuit was filed against Kazakhstan's local municipal court in order to revoke sales contract of a 100% stake in a local developer company signed between a broker and a domestic developer company in 2006. And the prohibition of asset disposal acted as a risk factor. Therefore, when making agreements between business entities, treatments and standards for each item should be specified in the agreement to eliminate the possibility of claims and various lawsuits, and prepare for the prolongation of the business due to the dispute and the deterioration of business profit.
The third is withdrawal of business profit dividend and capital. After all of loan be repaid by the equity and the loan structure of the Apple Town project, and the company will be able to collect capital and distribute profits through the liquidation of the local developer. Since the project period of the overseas real estate development project is long-term, it is necessary to thoroughly analyze the economical efficiency of the project's future cash flow and prepare a plan to secure stable profits by taking into consideration the capital return after the final business calculation.
The fourth is local currency stability. The Central Bank of Kazakhstan abolished the existing managed floating exchange rate system and converted it into a free floating exchange rate on August 2, 2015, resulting in a valuation depreciation of 40% against the previous one. Due to the depreciation of historical tenge, material costs and construction overhead increased, resulting in a rise in the ratio of cost of sales and subsequent cost increased. Also, due to the reduction of the available funds due to the exchange loss of the tenge account, the business value was adversely affected.
The fifth is the land price evaluation. The land purchasing TFT evaluated land and building prices based on appraisal agencies and court judgment appraisers, and calculated the negotiating criteria for buying land at an objective and reasonable level. If a large amount of time and funds are required to purchase land for overseas real estate development projects, the profitability of the project will deteriorate. Therefore, it is necessary to carry out a thorough feasibility analysis at the stage of project implementation.
