All the conditions that determines travel agency's competitive position must be differentiated by the change of environments. Such a conditions are progressing rapidly in modern times, with the rapid progressing the circumstances, to survive and to be continued enterprises, the organization mist change its system and face up to the reality on the perspective of the present environmental contingency theory and managerial role for strategy formulation.
Therefore, the environments of travel agency were classified and analyzed with the consumers related environments(Output), resources and technical science environments(Input), competitiveness environments(Competitive), regulation environments(Control), and then proposed counterplan on the perspective of system theory for the environments factors as follows:
(1) on the consumers related environments, were suggested counterplan to the changes of travelers lifestyle and consumers trouble affairs in travel agency management.
(2) resources and technical science environments; were approached to the cost and exchange rate, automation and information network(LAN, CRS, GDS, Internet etc).
(3) competitiveness environments; to the counterplan for the advertisement, promotion activities, specialization and intergration of organization.
(4) regulation environments; were suggested counterplan to the system of tour conductor license and the needs of education for the agreement form of travel agency.
