유럽 등 국내외 웨어러블 폴리스캠 운용 확대방안 연구

국문 초록 (Abstract)

국민으로 당연히 가지는 기본적인 권리, 경찰은 경찰개혁위원회의 권고안에 따라 국민의 인권 보호를 위해 수사제도를 개선하고 있는 현실이다. 경찰의 공권력이 바 로서야 사회가 바로 설수 있는 것이다. 하지만 경찰의 공권력이 피해자와 범죄자 모든 국민의 인권 다음으로 두 번째로 밀리고 소외되고 있는 현실이다. 웨어러블 폴리스 캠의 효율적 활용 확대 방안에 대해 범죄자인 현행범의 녹화는 수사대상자 에게 진술내용이 객관적인 방식으로 기록되고 있다는 심리적 압박감을 주고, 경찰 관에게는 엄정한 법집행이 된다는 큰 증거가 될 것이다. 증거에 따라서 잘못된 법집행 관행이 개선될 것이며, 녹화내용과 조서내용이 상이하다는 분쟁이 있을 경우 사 후 검증이 가능하다는 장점이 있지만, 통상적으로 녹화하는 것이 국민인권의 침해 권고 대상이 되고 있는 국내 현실이다. 경찰청에서는 경찰개혁위원회의 권고에 따 라 경찰 수사과정의 객관성 및 투명성을 높여 인권침해를 방지하기 위해 노력하고 있다. 현재 웨어러블 폴리스 캠은 사용 확대를 하지 않고 있는 경향에 있는 현실이다. 일부경찰관들이 자신들의 생활이 녹화되는 것에 꺼리는 현상이 나타나 있다. 이 에 착용을 일부러 하지 않는 경찰이 있다고 한다. 시시때때로 언론에 공개되는 무너 진 경찰의 공권력 확보는 경찰개인의 생각과 판단으로는 시정되고 개선 될 수 있는 현실이 아니다. 국민의 인권과 경찰의 인권을 함께 보호하는 자원에서라도 미온적 으로 대처하고 시행해 온 웨어러블 폴리스 캠 영상녹화 제도를 더욱 강화해서 국내 전국경찰에게 다시 확대 시행하는 방안이 시급 실행되어야 한다.

According to the recommendations of the Police Reform Commission, the police are improving the investigation system to protect the human rights of the people. The need for efficient use of wearable police cams is a testament to the fact that the recording of a criminal, a criminal, gives the psychological pressure that the contents of the investigation are recorded in an objective manner to the subject of investigation, and that the police officer is strictly enforced. In response to the recommendation of the Police Reform Committee, the National Police Agency strives to prevent the violation of human rights by raising the objectivity and transparency of the police investigation process. Currently, wearable Police Cam is a reality that tends to not use expansion. Some police officers are reluctant to record their lives. There is a police officer who does not intend to wear it. It is not possible for police officers to secure the authority of the police to be publicly disclosed to the media. In order to protect both the human rights of the people and the human rights of the police, the measures to enlarge the wearable police video image system should be implemented to the police in Korea.
