Soil is an environmental medium that requires continuous management, as contaminants can persist for long periods and adversely affect both the environment and human health. Accordingly, systematic monitoring is necessary to assess soil contamination status and manage areas at risk of contamination. In South Korea, the Survey of the Actual State of Soil Contamination (hereafter referred to as the soil contamination survey) has been conducted annually across 17 provinces under the Soil Environment Conservation Act in Korea. However, the number of survey points is limited, and the contamination detection rate remains relatively low at approximately 2.0%, suggesting that the current survey point selection could not adequately represent potentially contaminated areas. Therefore, this study examined the spatial distribution characteristics of soil survey points and their spatial relationships with chemical
emission facilities to identify survey gap areas and proposed a method for selecting new survey points.
First, the distribution of survey points in 2023 showed that the top eight regions accounted for 67.8% of the total, indicating a spatially concentrated distribution. Survey point densities normalized by population and administrative area exhibited contrasting patterns, and the number of survey points showed strong positive correlations with the number of industrial complexes (r = 0.82), administrative area (r = 0.77), and industrial complex area (r = 0.71). Principal component analysis revealed that two components (PC1 and PC2) explained approximately 86% of the total variance, and cluster analysis classified provinces into four groups, indicating distinct regional characteristics.
To compare the spatial distribution characteristics between metropolitan cities and provinces, spatiotemporal analyses were conducted for Seoul, Chungnam, Jeonbuk, and Gwangju from 2021 to 2023. Seoul experienced the largest average annual reduction (15.4%), decreasing from 309 to 221 survey points. In contrast, Chungnam and Jeonbuk showed little change, and Gwangju decreased by 0.5%. Kernel density estimation (KDE) and administrative district-level survey point density analyses indicated that Seoul exhibited a polycentric pattern, whereas Chungnam and Jeonbuk exhibited dispersed patterns, and Gwangju exhibited localized high-density areas. Seoul and Gwangju showed concentrated survey point distributions associated with high population density, whereas Chungnam and Jeonbuk exhibited dispersed spatial patterns owing to their larger administrative areas and lower population densities. The proportion of survey points repeatedly investigated in both 2021 and 2022 was highest in Jeonbuk (14.47%), followed by Seoul (11.97%), Chungnam (11.50%), and Gwangju (10.00%). From 2022 to 2023, the proportion remained highest in Jeonbuk (16.88%) and Seoul (16.74%), whereas relatively lower values were observed in Gwangju (11.83%) and Chungnam (4.35%). Conversely, the proportion of newly selected survey points in 2023 was higher in Chungnam (78.26%) and Gwangju (75.27%) than in Seoul (69.23%) and Jeonbuk (58.44%).
Nearest distance analysis between survey points and chemical emission facilities showed clear regional disparities. The mean distances were similar in Seoul (2,896 m) and Chungnam (2,863 m), whereas Jeonbuk showed the largest mean distance (5,633 m) and Gwangju the smallest (1,834 m). The coefficient of variation was lowest in Seoul (0.53), whereas Chungnam (1.10) and Jeonbuk (1.24) exhibited greater variability, indicating larger spatial disparities in the distances between survey points and chemical emission facilities. Gwangju showed an intermediate level of variability (0.83).
Gap areas were identified using a threshold distance of 3,553 m, corresponding to the third quartile (Q3) of the nearest distances from chemical emission facilities to soil survey points. The gap ratios were highest in Dongnam-gu, Cheonan-si (0.80) and Asan-si (0.41). Based on the representative spacing (median distance of approximately 2.7 km) between existing survey points, the appropriate number of candidate survey points was estimated to be 64-82. However, to effectively reduce survey gaps, 150 candidate points were generated, and the top 20% (30 high-priority points) were selected as new survey points. Consequently, the density of survey points increased in Dongnam-gu (from 0.0046 to 0.0548 points/km2) and Asan-si (from 0.0368 to 0.0516 points/km2). Reanalysis after the addition of the new survey points showed that gap areas in Asan-si were completely eliminated, while in Dongnam-gu, the gap area decreased to 59 km2 (reducing the gap ratio from 0.80 to 0.13). Nearest neighbor analysis indicated that the mean distance decreased from 3,343 m to 2,835 m, indicating a reduction in inter-point distances. The minimum distance between new and existing points was 2,423 m, confirming that the new survey points were allocated without spatial overlap and contributed to reducing survey gap areas. Overall, the proposed approach can improve the objectivity and spatial representativeness of survey point selection and serve as a spatial decision-support framework for future soil contamination monitoring and management.
